THIS IS A RETENDER TO OCID ocds-h6vhtk-058a17 Carmarthenshire County Council Healthy Communities & Public Protection Service are looking to procure an EPOS system that is multifunctional and can operate across several facilities. The system should be able to manage both catering and retail operations as well as having the capability to offer additional functionality detailed in the specification below, to help facilities manage their daily financial transactions with a key driver being to reduce costs, drive sales and deliver better customer service. The EPOS system will be installed in cafés and restaurants within leisure-based facilities such as leisure centres, country parks, small hotel, museums, art venues and theatres. The system will be expected to help facilitate the daily operation of such venues to varying degrees, the capability to tailor the system set up based on a venues requirement will be an important factor (i.e. some facilities will only require an EPOS to run F&B and retail sales, where another may need to be able to facilitate F&B, Retail, Ticketing and Membership capability etc.). The ability to manage facility admissions, retail sales, daily stock management and provide comprehensive real time back-office management data are just some of the key functionalities expected of the system.

Carmarthenshire County Council is establishing a Framework for the delivery of domiciliary support services, including community intake, community support, complex care, replacement care services for adults living in the community and community assessment service. The framework is intended to ensure the provision of high-quality, person-centred care that enables individuals to remain independent and safe at home. The Authority may, in accordance with the flexibility afforded under the Light Touch Regime (Section 9, PA23), undertake a refresh of this Framework at one or more intervals during the Framework Term. The Authority will publish a Tender Notice for each refresh event, clearly setting out the requirements, evaluation methodology and timeline. Suppliers admitted through the refresh shall be appointed on the same substantive terms as existing Framework Suppliers. The refresh may include, but shall not be limited to, varying the number, scope, extent and description of the Lots, Services and/or Pricing (as the case may be), together with the appointment of additional (new) Suppliers onto the Framework Agreement to maintain market access and continuity of service.

Carmarthenshire County Council wishes to undertake preliminary market engagement in relation to the provision of an online legal research and legal library subscription service for its in-house Legal Services team. The Council invites interested organisations to register their interest and request further information in relation to the provision of this service. This invitation is issued for information-gathering and early market engagement purposes only and does not constitute a commitment to proceed with any future procurement process. The Council is exploring the market for a secure, cloud-based online legal research platform capable of providing comprehensive access to UK legislation, retained EU law, case law, legal commentary, practical guidance, precedents, legal encyclopaedias, reference works, training and support. The requirement is primarily to support in-house local authority lawyers delivering legal advice and services across a wide range of Council functions. The Council requires market insight on whether suitable providers can offer a comprehensive legal research service covering primary and secondary legislation from the UK Parliament, Scottish Parliament, Northern Ireland Assembly and Welsh Senedd; retained EU law applicable in the UK; reported and relevant unreported UK cases and tribunal decisions; practical guidance; authoritative commentary; legal reference books; legal encyclopaedias; and editable/downloadable precedents. A critical requirement is the ability to reflect the latest legal position in Wales in devolved areas of law, rather than providing English-centric content with only limited Welsh coverage. The Council is particularly interested in understanding the availability of one-stop-shop or integrated legal research platforms, including solutions that incorporate reliable AI-assisted legal search, natural language searching, document analysis, alerts, saved searches, usage analytics, remote access, single sign-on, multi-factor authentication, onboarding, training and ongoing account management.

This Contract Notice is to inform the market that the Dynamic Purchasing System (DPS) for the provision of Drainage Investigations and CCTV Surveys has been extended for a further year until 30th November 2026, in accordance with the DPS Agreement and original tender documentation. Carmarthenshire County Council established this DPS for the provision of Drainage Investigations and CCTV Surveys on 1st December 2020 for an initial period of up to 4 years. The DPS is operated on a fully electronic basis and is open to new entrants throughout its term who meet the minimum criteria specified in the DPS documents. The Council is seeking to appoint contractors to undertake drainage surveys using specialist equipment and cameras that pass through or zoom up culverts and pipes to record their condition and location. The surveys are required as part of the Council’s statutory duties under the Flood and Water Management Act 2010, the Highways Act (1980) and for Asset Management purposes. The requirement is for surveys only, not repairs. Existing suppliers appointed to the DPS do not need to re-apply.

Carmarthenshire County Council in association with Ceredigion County Council, Neath Port Talbot County Borough Council, Pembrokeshire County Council and Swansea Council intends to establish a new iteration of this Framework by appointing suitably qualified Contractors for the delivery of civil engineering related construction projects and other works across the region. The Framework will include value-banded and geographical/regional lots for Civil Engineering Works (e.g. Very Small, Small, Medium and Large Civils Work) as well as lots for Specialist Civils Work (e.g. Demolition, Public Lighting, Lining & Road Marking, Surfacing, Ground Investigations, Marine Works, Traffic Management, Bridge Maintenance, Landscaping). An initial framework information document is attached to assist interested parties in preparing to bid. However, at this stage, the lotting structure is still under development and may be subject to change. Final framework and lot details will be outlined in the published tender documentation. Carmarthenshire County Council is undertaking an Early Market Engagement exercise to better understand the care rostering, scheduling and workforce management solutions currently available within the market. The Council currently utilises a rostering and scheduling solution across its Residential and Domiciliary Care Services and wishes to engage with suppliers to understand available products, functionality, market developments and delivery models that may support future service requirements. This exercise is intended to inform future planning and does not represent a commitment to undertake a procurement process. The Council is particularly interested in solutions that support: • Domiciliary Care scheduling and visit management. • Residential Care rostering and workforce management. • Workforce resource teams and shared staffing models. • Mobile working for frontline care staff. • Leave, absence and availability management. • Skills, compliance and workforce competency management. • Payroll, travel and workforce payment processes. • Reporting, operational oversight and management information. • Continuity of care and workforce utilisation. • Integration with care management, HR, payroll, finance and identity management systems. The Council intends to provide a high-level requirements document to interested suppliers and may invite suppliers to demonstrate how their solution supports the functional areas identified. All interested parties are encouraged to register their interest by 22/09/26 to participate in the demonstration sessions which we are planning to hold in October. Carmarthenshire County Council wishes to undertake preliminary market engagement in relation to a potential requirement for a professional 3D reality capture solution capable of supporting surveying, spatial data capture, measured building survey work, CAD/BIM workflows and digital asset recording activities across the Authority. The requirement may include suitable scanning or imaging equipment, associated accessories, compatible software, licenses, training, implementation support, technical support, maintenance and related services. The Council is considering a potential requirement for a specialist 3D reality capture solution to support surveying, spatial data capture, point cloud production, CAD/BIM-related activity and digital asset recording. The purpose of this preliminary market engagement is to understand the range of solutions available and to gather information on technical capability, functionality, interoperability, data ownership, data hosting, software and licensing models, training, implementation, support, maintenance and whole-life cost considerations. Interested suppliers are invited to provide information on available equipment, software and service options that may meet the Council's operational requirements, including compatibility with public sector workflows, examples of use by comparable public bodies, whole-life cost models and availability through public sector frameworks or other compliant procurement arrangements. Carmarthenshire County Council is seeking to procure a modern, integrated parking payment and control solutions to replace and enhance its existing Pay & Display infrastructure and introduce barrier controlled parking at selected high usage sites. The current provision of parking equipment and associated systems is increasingly constrained by limitations in technology, user experience and data capability. Legacy Pay & Display machines can restrict payment options, limit flexibility in tariff management and reduce the Council’s ability to respond effectively to changing policy, customer expectations and operational demands. There is a growing need to provide a more seamless, customer focused parking experience, including the ability to support multiple payment methods, reduce transaction times and integrate effectively with cashless parking services. At the same time, the Council requires improved data quality and real time operational insight to support enforcement, financial reconciliation and strategic decision making. In addition, certain high demand locations such as Pembrey County Park and town centre car parks—require enhanced management solutions to address issues of congestion, dwell time and capacity utilisation. The introduction of Automatic Number Plate Recognition (ANPR) and barrier controlled systems will enable more effective control of vehicle access, improve throughput during peak periods and support flexible charging models such as pay on entry or pay on exit. This procurement therefore aims to: • Modernise the Council’s parking infrastructure • Improve the overall customer experience and accessibility • Enhance operational efficiency and enforcement capability • Provide robust, secure and compliant systems • Enable a scalable, future proofed solution aligned with evolving parking policy and digital strategy Through this investment, the Council will be better positioned to deliver a reliable, flexible and data driven parking service that meets current and future needs across the county.

Carmarthenshire County Council, in collaboration with regional partners Pembrokeshire County Council and Ceredigion County Council, is developing a regional Framework for Working Age Adult Care Home services across West Wales. The proposed Framework will be structured into three service Lots, reflecting the primary client groups: Lot 1: Learning Disabilities, including Autism Lot 2: Mental Health Lot 3: Physical Disabilities Providers may apply for one or more Lots, depending on their area of expertise and service provision. The Lots are intended to support a more structured and consistent approach to commissioning across the region, ensuring that services can meet a range of needs for working age adults. The proposed Framework will be open to: Providers with existing care home provision within the region; and/or Providers who intend to establish a care home service within the region within the next 12 months Providers joining the Framework will be required to demonstrate a commitment to supporting citizens from across the West Wales region and prioritising regional placements.

The Council is considering the procurement of services to support delivery of the Economic Inactivity Trailblazer through targeted, community-based interventions designed to help individuals address the underlying barriers preventing them from entering or returning to employment. The requirement is expected to complement existing employability provision, including Communities for Work Plus, by focusing on people who are economically inactive and furthest from the labour market, particularly those affected by disability, long-term health conditions, caring responsibilities, low confidence, poor wellbeing or other complex and interrelated barriers. Potential provision may include tailored one-to-one and group-based support, mentoring, confidence building, wellbeing-related interventions, skills development, and other locally responsive activities that help individuals move closer to work. The Council is particularly interested in innovative and flexible delivery models that can respond to local need, work collaboratively with existing services and community partners, and demonstrate how support can be designed around the needs of participants rather than a standardised approach. Through this preliminary market engagement, the Council wishes to better understand the range of services available in the market, delivery capacity, potential models for partnership working, and approaches to achieving positive employability and wellbeing outcomes for this client group.
