Cardiff Council seeks to appoint a suitably qualified and experienced multi disciplinary design team for its site on Pierhead Street, Butetown. The Council intends to redevelop vacant brownfield land off Pierhead Street to deliver a residential led, mixed use development. The scheme presents an opportunity to co locate a proposed Metro station promoted by Transport for Wales (TfW). The appointed design team will work collaboratively with the Council and key stakeholders to develop a vision and design proposals up to and including RIBA Stage 2. This will enable the Council to progress the scheme into later stages alongside a development partner. The Pierhead Street site forms part of Cardiff Council’s ambitious housebuilding programme, which will deliver over 4,000 new homes across the city. This award winning programme represents one of the largest council housing build initiatives in Wales, supported by investment of approximately £850 million to deliver affordable homes at scale and pace. Site constraints /opportunities The site is located in a dynamic, waterfront district within Cardiff Bay, a vibrant and culturally rich area at the heart of the city’s historic docklands. The site is approx 0.88ha and is comprised of predominantly vacant land with a small, single storey building lies at the far northwest of the site. The site has been identified by Transport for Wales (TfW) as a possible location for a new station as part of the Cardiff Crossrail Project which is an integral part of the South Wales Metro plans which would need to be incorporated into the development options for the site. The site comprises of a relatively flat, derelict area of land. It is visually prominent, with wide views out to the north overlooking the Eastern Bay Link Road (A4232). Key constraints include: Buried dock wall TFW proposed crossrail High Voltage cables Dock feeder culvert Contamination and made ground Access constraints Key objectives: Deliver a sustainable, inclusive mixed tenure neighbourhood that is welcoming to residents Optimise site capacity to deliver 300–350 apartments, comprising: Minimum 200 units for private rent and/or shared ownership in one high rise block (BSA Cat 1 HRB) Approximately 150 units for social rent in a separate block (BSA Cat 1 HRB) Both blocks should incorporate A1 and A3 uses at ground floor All social rented units must meet WDQR space standards. Private rented units are not required to comply with WDQR. Social rented flats must meet EPC A or WG approved alternatives (AECB / Passivhaus aligned). The Private rented /sale block should also ideally meet EPC A if possible. No fossil fuels on any house type. The design team are expected to provide options for the energy strategy for the blocks and provide options appraisal for different solutions, such as GSHP, ASHP and all electric system as well as options for uplifts to AECB or Passivhaus standards Design teams are expected to consider innovative solutions to overheating risks in high rise buildings Green infrastructure, placemaking principles and secure by design principles should be embedded into the scheme to ensure a desirable, sustainable, safe and attractive environment for residents and visitors Scope of services: We are looking to appoint an Architect lead multi-discipline design team with highrise building experience to produce a scheme up to and including RIBA stage 2. This includes reviewing existing documents and designing a project to the RIBA stage 2 plan of works, to allow the Council to progress to a Pre Contract Service Agreement (PCSA) with a development partner, who will submit Planning and ultimately implement the scheme The architect team would project manage the scheme and provide detailed programmes, risks and scheme updates to the client and manage the consultant team. Service being tendered: Cardiff Council is releasing a tender for the provision of Security and Concierge Services to be provided across fourteen of their supported accommodation sites across Cardiff, including single and family accommodation, managed properties and a specialist young person’s model. This is not a traditional or rigid security contract. The service is intended to support vulnerable residents within accommodation settings, with officers working alongside support staff to promote safety, wellbeing and stability. The service must be delivered in a psychologically informed and trauma-informed way, with an emphasis on building positive relationships and responding to residents with empathy, respect and an understanding of their individual needs. Cardiff Council is committed to supporting people with a Learning Disability, to live independently in the community within their own homes. The initial contractual arrangement was to support 310 people within Cardiff across 98 supported living schemes . The numbers may increase due to new supported living schemes being developed over the life time of the current contract which will be confirmed in the tender document. Please be aware that no guarantee can be given with regard to the volume of services required. For the purposes of these services, Cardiff has been split into three localities with each locality representing a separate lot. Bidders will be able to bid for more than one lot, but no one supplier will be awarded more than one lot. It will be for the tenderers to determine if they wish to bid for one or more lots. Cardiff Council therefore, seeks to appoint a maximum of three Supported Living provider organisations to deliver Personal Domiciliary Care (PDC) and Housing Related Support (HRS) services for people with a Learning Disability across the city. The Council proposes to award two separate contracts to the appointed provider for each locality: one in relation to the Housing Related Support (HRS) services and the other in relation to Personal Domiciliary Care (PDC) services. The proposed Contracts will commence on 2nd November 2027. It is estimated the contract will have a fixed term of six years, but this will be confirmed in the published tender documents.

The term ‘Extracare and Supported Living’ describes a broad range of housing and support options and can be defined as: When an older person or vulnerable adult with care and support needs rents somewhere to live and receives personal domiciliary care and support from a domiciliary support provider that is not the owner/landlord of the accommodation. The fundamental principle is that people live in their own home, shared or on their own and receive the care and/or support that works for them. Social Services statutory obligation is to meet eligible assessed need; how that need is met will be through a variety of means, to be determined by the individual, their family members and with the social worker. The aim is to enable people to remain as independent as possible, utilising a mix of dedicated care and support packages and support from universal services in their community. The service will enable and assist individuals to live in their own accommodation within the schemes, and to maintain and promote their independence in order to achieve a good quality of life. The intention is to provide effective support in order to prevent unnecessary hospital admissions and to prevent or delay care home placements. The service will enable individuals to live as independently as possible. All support delivered is required to be high quality and delivered by suitably trained and qualified staff. Support will be personalised and outcome focused and importantly co-produced with the Individual in receipt of care and support, family, carers and other stakeholders. The service will take into consideration specialist requirements for people who may be presenting with other care and support needs such as dementia, other forms of cognitive impairment and physical/sensory impairment. For this tender the extra-care and supported living schemes where the domiciliary care and support services will be based and delivered are Llys Enfys, Plas Bryn, Dol-Yr-Hafren and Cwrt Hir. Currently circa 1600 hours, including wake-in provision, of domiciliary care and support is being delivered each week and we expect similar provision to be delivered within the new contracts.

The Adult Placement Service (APS) / Shared Lives is carefully orchestrated in partnership with the Adult Social Services Social Work Teams, the Individual, their families and the Adult Placement Services (APS) / Shared Lives Carer(s). The Adult Placement Service (APS) / Shared Lives is a regulated Social Care Service for adults. Therefore, the provider will be registered with the Care Inspectorate Wales (CIW) as an Adult Placement Service, under the: • Regulation and Inspection of Social Care (Wales) Act 2016 • Regulated Services (Registration) (Wales) Regulations 2017 • Adult Placement Services (Service Providers and Responsible Individuals) (Wales) Regulations 2019 Cardiff Council expects the provider to be registered as a member of Shared Lives Plus. The Shared Lives Carer is also responsible for: • Sharing their home and family life with the individual who has moved in with them. • Providing a safe and supportive and inclusive home environment • Providing emotional and personal care and support. • Assisting them with daily living tasks and developing life skills to improve and develop independence. • Supporting individuals to be included in social community living and lifestyles. • Supporting individuals in accessing / pursuing hobbies and learning new skills • Supporting individuals to access work or educational activities • Supporting individuals with health needs • Maintaining accurate and confidential records of the individuals progress, well-being and any financial transactions. Cardiff Council will only approve the support of 2-individuals living in any one Shared Lives Carers home. All support delivered is required to be high quality and delivered by skilled, suitably trained and qualified staff. Cardiff Council is seeking to understand the market from providers who are committed to providing Independent Financial Support Services that meet the needs of vulnerable adults. The Provider is to provide expert independent advice, information, practical help and statutory support to vulnerable Individuals, who have care and support needs for which Cardiff Council is Commissioning a care and support package to meet their agreed outcomes, on Individual financial management and day-to-day money matters. The service will promote the financial independence and security to Individuals identified by Adult Social Care Teams and will have the capacity to meet individuals face to face that is suitable to the individual in receipt of the service. Nb. It is ESSENTIAL the provider can support and meet all the identified needs and services as listed below. Extracare and Supported Living recognises that all older people and vulnerable adults, regardless of the level or type of care need, are able to make choices about how to live their lives. These services enable individuals to live as independently as possible. Care and support is personalised and outcome focused. The vision is for a locality approach based on the benefits of care services working closely with preventative services, community health and social work teams, community hubs and primary care clusters to achieve the best preventative and care outcomes for people. Extracare and Supported Living takes into consideration specialist requirements for people who may be presenting with other care and support needs such as dementia, other forms of cognitive impairment and physical/sensory/mental impairment. The extent of the services provided are dependent on the varying needs of the individuals and their outcomes, which are identified through their initial and ongoing care and support wellbeing assessments. The services provision is based on services delivered to meet different levels of outcomes. Individuals who receive the services are: • Older people generally aged 55 and over • Older and Younger adults with a physical/sensory/mental impairment • People with Dementia or other forms of cognitive impairment The service is to provide individuals with the opportunity to live their lives independently, better manage and/or improve their physical and mental health, improve their overall quality of life, self-esteem and increase their independence. Extracare and Supported Living, in this instance, describes a range of housing and support options which can be defined as: • When an older person or vulnerable adult rents somewhere to live and receives Personal Domiciliary Care and Support from a domiciliary support provider based on site that is not the owner/landlord of the accommodation. Extracare and Supported Living is generally where a group of flats are situated in the same block or proximity. People living in these properties can receive care and support hours targeted to their specific needs, whilst also benefitting from the background support on site. The Care and Support Service provider will provide some housing management functions for some of the schemes and will enter into formal agreements with the landlords, setting out roles and responsibilities of each. Below are details of the extracare and supported living schemes in Cardiff included in these services. The Providers develop a presence in the local community, building up links with community groups, networks and individuals to access community benefits and opportunities for the people who use the service. Extracare Schemes Llys Enfys A total of 102 self-contained flats. Mix of 1 bedroom and 2 bedrooms Of which 68 flats for extracare which include: 7 flats for older people with memory loss or dementia 8 flats for disabled young adults 2 flats for Respite/Reablement service (rental and associated costs by the Council) 34 flats are considered to be sheltered for older people and the services are not required to be delivered to those tenants residing in these 34 flats. Plas Bryn 40 self-contained flats. Mix of 1 bedroom (27) and 2 bedroom (13) All extracare older people. Llys Y Goetre 60 self-contained flats. Mix of 1 bedroom and 2 bedroom including 10 flats used for Step -Up/Down service. Supported Living Schemes Dol-Yr-Hafren 15 self-contained flats 14 x 1bedroom and 1 x 2bedroom used as a respite flat. Older people/people with physical/sensory impairment/degenerative health conditions Cwrt Hir 13 self-contained 1 bedroom flats and 3 self-contained bungalows. Older people and people with physical disability, sensory impairment Core Service Requirements The Council expects the service to meet the range of care and support needs of all individuals, i.e. for those whose care and support needs are complex, such as those with dementia, other forms of cognitive impairment and physical/sensory/mental impairment and for those whose needs are less extensive though equally significant. On-site care and support teams at the schemes will provide the service. A minimum amount of personal domiciliary care hours will be required each week in each of the scheme. Domiciliary care will be delivered 24 hours a day, 365 days a year. The hours required will vary with the needs of individuals, identified through assessment and the Council’s eligibility criteria. Day Hours - Care and support will be delivered between the hours of 7.00am to 11.00pm and are concerned with assisting the individual with personal care needs, together with attention to their general comfort and wellbeing. Waking Night - It is anticipated that there will be a need for a wake-in provision which will be between the hours of 11.00pm to 7.00am, 365 days a year. This requirement will be subject to change depending on the prevailing needs of individuals. Sleep In – If there were to be an identified need, the service may require a sleep in member of staff at a scheme to be available, as and when required. The sleep in applies for the hours 11.00pm to 7.00am 365 days a year. At Llys Y Goetre, the purpose of the step-down flats is to build a bridge between hospital and home by supporting people to recover and resume independent living. The use of the step-down flats will be confined to individuals who no longer require acute care in hospital but would benefit from a period of ongoing targeted, social care intervention. This will also support a reduction in delayed transfers of care from hospital. Additionally, the flats can be used as intervention to prevent people being admitted to hospital and respite. The Provider will be required to have capacity and flexibility to allow for emergencies that arise for the Council, individuals, and care staff, to ensure that calls are delivered as required in the care and support plan. The Provider will be required to respond to the immediate care and support needs of those returning to their homes following a hospital stay. Care and Support Services are required to be delivered in accordance with the regulatory requirements of the Regulation and Inspection of Social Care (Wales) Act 2016 (‘RISCA’) and its regulations including The Regulated Services (Service Providers and Responsible Individuals) (Wales) (Amendment) Regulations 2019.
