Caerphilly County Borough Council ('the Council') has established a Dynamic Purchasing System (‘DPS’) for training providers that can provide courses, qualifications and accreditations for employees and residents of the borough for a wide variety and range of services. The initial DPS has now been set up and is open for ongoing applications for new providers to join throughout the DPS validity period.

Caerphilly County Borough Council, acting on behalf of the Welsh Collaborative Food Group, intends to establish a multi-supplier open framework agreement for the provision of food, beverages and associated products to public sector bodies throughout Wales. The framework is being developed to provide a compliant and flexible route to market for a wide range of participating organisations, including local authorities, schools, education establishments, social care settings and other eligible public sector bodies. The proposed framework will be structured using a combination of geographical areas and product categories to support participation from national, regional and local suppliers, including SMEs. The intention is to create a competitive marketplace that supports resilient supply chains, increased supplier choice, simplified procurement processes and opportunities for Welsh businesses. The framework is expected to cover a broad range of food and associated products, including ambient goods, chilled products, frozen foods, fruit and vegetables, meat products, dairy products, bakery goods, beverages, snacks, vending products and non-food catering related items. Suppliers appointed to the framework will be required to demonstrate compliance with food safety legislation and maintain appropriate standards relating to food hygiene, traceability, allergen management, sustainability, ethical sourcing and supply chain resilience. The framework is anticipated to operate as an open framework in accordance with the Procurement Act 2023, providing opportunities for suppliers to apply for admission during subsequent opening rounds.

The purpose of this framework agreement is to cover for the provision of annual, seasonal, ad hoc, and long term plant and equipment hire requirements and the purchase of plant and equipment (such as but not limited to Front Wheeled Loaders etc). Hire and purchase encompasses the following service areas “Construction”, “Building”, “Highways and Engineering”, "Traffic Management”, “Winter Maintenance", "Ground Maintenance" and “Other General Maintenance” with and without operators. Delivery of the plant and equipment will be at locations throughout the named participating Authorities, unless otherwise stated by them. This will be specified at the time of order. Caerphilly County Borough Council is seeking to procure a cloud-based Financial Management System to replace its existing solution. The proposed solution will support the Council's core financial management requirements, including general ledger, accounts payable, accounts receivable, budgeting, forecasting, fixed asset accounting, lease accounting, reporting and analytics. The Council also requires a solution capable of integrating with existing corporate systems and supporting a modern, secure and scalable digital architecture. The procurement may include optional modules and associated services, including asset management, property and estate management, implementation, migration, training, support and maintenance services.
