Provision of an E Bulk Solution for the Administration of Disclosure and Barring Service (DBS)
The Authority is seeking to appoint a suitably experienced and compliant Bidder to provide a secure, efficient and fully compliant electronic bulk ("e‑Bulk") solution for the end-to-end administration of DBS applications. The solution must support the Authority's Registered Body status and provide a fully hosted, cloud-based platform that enables the secure processing, tracking and management of DBS applications across multiple Council services and user groups.
The Successful Provider must be an approved DBS e-Broker, authorised to submit applications on behalf of Registered Bodies. The Authority requires an accessible, bilingual in Welsh and English, compliant with Web Content Accessibility Guidelines (WGAC) 2.2 AA accessibility standards, and capable of supporting multiple Council service areas and user roles. An optional Digital Identity Verification service may also be awarded as part of the contract, subject to the Authority's assessment of the Provider's data protection, information governance and security arrangements.
The procurement process will be conducted in four (4) stages. Bidders must successfully meet the requirements of each stage before progressing to the next stage of evaluation.
Where a stage is assessed on a pass/fail basis, bidders must achieve a "Pass" outcome in order to proceed. Where a stage is subject to scored evaluation, bidders must achieve the minimum threshold score specified within the tender documentation.
Any bidder that fails a pass/fail requirement, receives a score below the minimum required threshold, or otherwise fails to satisfy the requirements of a stage, will be excluded from further consideration and their tender submission will not be evaluated in subsequent stages.
The Council reserves the right to reject any tender that fails to meet the mandatory requirements of this procurement exercise.

The Authority is seeking to appoint a suitable Service Provider to deliver a Housing Related Support (HRS) Assertive Outreach Service to Rough Sleepers.
The Housing Support Grant provides housing-related support to help vulnerable people to live as independently as possible within their own homes, specialist housing or sheltered housing.
The program delivers a pro-active approach, aiming to prevent problems in the first instance by providing help as early as possible to reduce demand from other services such as Health and Social Services. It helps to build sustainable communities and complements support provided by Health, Social Care or criminal justice services. It’s strong prevention and early intervention approach reflects the objectives of Housing (Wales) Act and the wider Welsh Government legislative agenda.
The programme supports people from a range of categories. These include single people, people who are homeless, those with mental ill health, learning disabilities, substance misuse, those who have been through the criminal justice system, people experiencing abuse, families, young and older people who are vulnerable.
The services are enabling and aim to develop a person’s independence as opposed to establishing a long-term dependency e.g. ‘doing with’ as apposed to ‘doing for’.
Help for individuals includes support to secure and maintain their home, helping to maximise people’s income, improve their confidence and skills, and enable them to engage with wider programmes to access training and job opportunities. Support is provided based on need and people are at the heart of the programme.
There are also strong links between the aims of the Social Services Act around wellbeing and the households supported via the Housing Support Grant.
Housing Support Grant outcomes have been designed to provide information around the effectiveness of the programme by showing if we are helping those who access support to meet their needs.

Caerphilly County Borough Council, acting on behalf of the Welsh Collaborative Food Group, intends to establish a multi-supplier open framework agreement for the provision of food, beverages and associated products to public sector bodies throughout Wales.
The framework is being developed to provide a compliant and flexible route to market for a wide range of participating organisations, including local authorities, schools, education establishments, social care settings and other eligible public sector bodies.
The proposed framework will be structured using a combination of geographical areas and product categories to support participation from national, regional and local suppliers, including SMEs. The intention is to create a competitive marketplace that supports resilient supply chains, increased supplier choice, simplified procurement processes and opportunities for Welsh businesses.

The Council offers RFID self-service terminals at all 18 public libraries where self-service has become an integral and trusted service provision.
The existing contract is due to expire, and the Council is seeking to better understand the current market capabilities, available delivery models, and emerging innovations before commencing a formal procurement process. The Library Service is therefore looking to procure a range of RFID solutions, including new RFID terminals, associated software, consumable items such as RFID tag pads, and a maintenance and servicing contract to support the ongoing operation of the system.
Installation and Supply of Structured Cabling with Maintenance and Support
Caerphilly County Borough Council (CCBC) will be inviting tenders from suitably qualified and experienced contractors for the supply, installation, testing, commissioning, maintenance, and support of structured cabling infrastructure across its corporate estate, schools, educational establishments, operational facilities, and other associated premises throughout the County Borough.
The Council relies upon robust, secure, and high-performing network infrastructure to support the delivery of critical public services, digital transformation initiatives, cloud-based applications, telephony systems, building management technologies, and educational technology platforms.
As such, the Council will require a contractor capable of delivering both planned and reactive structured cabling services to ensure the continued availability, resilience, and future scalability of its communications infrastructure.
The contract will support a diverse property portfolio more than 300 buildings comprising of 86 schools, offices, depots, civic buildings, leisure facilities, and operational sites, with more than 400 Network Cabinets across these sites, requiring contractors to demonstrate the capability to operate effectively across multiple locations and environments. Emphasis will be placed on minimising disruption to educational activities, public-facing services, and critical Council operations.

The service is jointly funded through the Housing Support Grant (HSG) and the Children’s and Communities Grant (CCG – Families First) and is designed to support individuals and families experiencing financial instability where debt is a primary driver of housing risk, homelessness, or wider family instability.
The aim of the service is to prevent homelessness, sustain tenancies, and improve family resilience through hands‑on, needs‑led and practical support delivered via a single lead worker model. This includes financial capability and budgeting support, managing debt by securing viable debt solution options, and addressing housing‑related issues that may impact financial stability or tenancy sustainment.
The service is referral‑led, accessed primarily through the Housing Support Gateway, and is specifically designed for individuals and families who do not engage well with appointment‑based or advice‑only services. This includes people who are homeless, living in temporary accommodation, sofa surfing, or experiencing complex needs.
The service does not deliver general welfare benefits advice, mandatory reconsiderations or appeals. These functions are delivered through existing commissioned services. An exception applies to Child Disability Living Allowance (DLA), which may be supported under the Families First element of the service only.
While the service promotes independence, the Provider must deliver supported actions where vulnerability, complexity or executive‑function barriers prevent individuals from completing tasks independently.
The service must take a proactive and preventative approach, supporting individuals to build long‑term financial resilience, reduce debt, prevent homelessness and sustain tenancies. Housing instability and financial instability are often interconnected; therefore, the service must address both areas holistically.

The Council currently issues approximately 75,000 annual Council Tax bills, 16,500 Benefits notifications and 5,000 Business Rate bills each year. The existing arrangement for merging annual Council Tax bills and Benefits notifications has expired and the Council is exploring options for a replacement service.
As part of this engagement the Council is also looking for an expanded solution to consolidate, print and mail daily/weekly Council Tax and Benefit documents.

The Council is seeking expressions of interest from suitable providers that are able to offer an online system that will be available to all students and staff within Caerphilly CBC’s secondary schools-currently there are 9.
The system shall need to be procured within the academic year (2026– 2027) to provide the following services:
• A system that allows students to explore a range of career pathways in depth based on their expressed interests; these pathways to include details of all university subject areas and apprenticeship sectors
• The system shall have up to date expert impartial advice and guidance built into it • The system shall be able to demonstrate to learners the necessary steps that need to be undertaken to access any given pathway
• The system needs to provide a fully searchable directory of all UK University degree courses, EU university courses delivered through English, a wide range of US, Australasian and Asian university courses, Apprenticeships, Degree Apprenticeships and Oxbridge colleges
• The system needs to be able to apply a wide range of filters to the data to allow students to quickly create short lists of potential options that they can then consider in more detail
• The Council is looking for a system that will support learners in their preparation of applications for future education/careers; it shall:
• Enable students to create a bank of activities they have undertaken or record achievements and from these identify the skills and qualities they have developed and demonstrated; the intended use of this material is to support the production of high quality personal statements and CVs 2.2

Provision of a Financial Management System and Associated Solutions
Caerphilly County Borough Council is seeking to procure a cloud-based Financial Management System to replace its existing solution.
The proposed solution will support the Council's core financial management requirements, including general ledger, accounts payable, accounts receivable, budgeting, forecasting, fixed asset accounting, lease accounting, reporting and analytics.
The Council also requires a solution capable of integrating with existing corporate systems and supporting a modern, secure and scalable digital architecture.
The procurement may include optional modules and associated services, including asset management, property and estate management, implementation, migration, training, support and maintenance services.
The service will provide outreach engagement and coordinated support to individuals 16 and over, sleeping rough within Caerphilly CBC
To deliver an assertive outreach model incorporating active street based engagement, verification, welfare led interventions, including targeted use of food and drink, weather related provisions as engagement tools to support rough sleepers.
Connecting individuals to appropriate accommodation pathways, services are expected to compliment all day time existing services.
Communication and liaison with partnership working with a wide a varied number of stakeholders will be expected and this includes, but not limited to, Housing Advice, public sector housing, adult and children's services, ABSDAS, GDAS, Probation and other support agencies.

Framework Agreement for AI Enabled Transcription Tools
The Council is looking to establish an open framework agreement for AI Enabled Transcription Tools intended for use within local government services. The framework agreement is intended to support secure, lawful and effective transcription, summarisation and note-generation from meetings, interviews, case discussions, supervision sessions and other approved business interactions / uses. The above is not limited to and the Council is open to other such facilities that a provider is able to offer. Particular consideration is given to high-risk and sensitive use cases where recordings and transcripts may include special category data, employment matters, safeguarding information and other confidential material.
The Council welcomes feedback from the market in relation to emerging capabilities and limitations of AI transcription tools, approaches to managing high-risk and sensitive data, relevant accreditation and assurance standards, pricing and licensing models, and integration with existing local government systems.
