Pre Paid Cards for Public Authority Deputyship and Corporate Appointeeship service
The Council is carrying out early market engagement to help plan a future procurement for an FSCS protected money account system with pre paid / carer card solution to support its Public Authority Deputyship and Corporate Appointeeship service.
The Authority supports adults who are unable to manage their own finances. The Council is looking to understand what solutions are available to help people access day to day discretionary money (for example shopping and activities), and, where appropriate, to withdraw small amounts of cash from an ATM. The Authority will continue to act as the legal Deputy or Appointee and will retain all decision making responsibility.
The Council requires to engage with the market for suitable suppliers to share non binding information about their services, including:
• how discretionary spending and controlled ATM withdrawals are managed, with the ability to turn ATM access on or off and set limits for individual clients;
• how proxy or secondary cards can be used safely to reduce the need for PIN sharing;
• available spending controls, alerts and exception reporting;
• audit and reporting features, including reporting on ATM withdrawals and system audit logs;
• typical implementation timescales, support arrangements and service levels;
• how client funds are held and protected (for example safeguarded Mastercard products and/or FSCS protected bank accounts); and
• transparent pricing models.

Complete the expression of interest form and attach appropriate question in the project. The expression of interest must be submitted no later than 12 Noon Friday 06 June 2026 via Proacts Portal. The Council will not accept expression of interests via any other mechanism.
Following the preliminary market engagement which may involve a suppler event, the Council will decide the route to market - an open competitive tendering process or utilising a compliant framework.
The issue of the Preliminary Market Engagement does not commit the Council to commence a procurement process.

5508 - Heolddu Comprehensive School - Installation of Heating Valves
You are invited to submit a tender for the installation of heating valves at Heolddu high school. The scope of the project is fully described in Appendix 1 but in summary the scope is:
The work involved under this engineering main contract shall entail the following works:-
- Draining down the whole of the school heating system. Carry out survey of the whole heating system and produce installation drawings.
- Take down ceilings as necessary to allow access for the installation of new heating valves.
- Erect all necessary access equipment in accordance with your RAMS to allow the installation of the new valves in the positions generally shown on the tender drawing.
- All necessary draining filling and venting of the whole school system shall be carried out including the recommissioning of all circulatory heating system within the school.
- This work shall be carried out within the school’s summer vacation and the contractor shall supply adequate labour plant and equipment to ensure the work is fully completed by 31st August 2026.
5496 - St. Gwladys Primary School - Lintel Replacement & Associated Works
You are invited to submit a tender for the Replacement of defective lintels at St Gwladys Primary School. The scope of the project is fully described in the drawings and schedules of works but in summary the scope is:
• Replacement of defective lintels and associated works
• Provide internal scaffolding, remove existing suspended ceilings to rooms 078 and 063
• Provide temporary support and replace defective timber lintels with concrete lintels.
• Provide timber treatment to any remaining timber left insitu
• Hack off all defective plaster and replaster, redecorate to match existing
• Provide external scaffolding, remove all defective stonework above existing stone lintels, provide new cavity trays and reinstate existing stonework and make good on completion including repointing
• Take out defective windows and replace like for like with mechanical operators to open windows in room 078

You are invited to submit a tender for the replacement of boilers, pumps and controls at Idris Davies School in Rhymney. The scope of the project is fully described in Appendix 1 but in summary the scope is:
The work involved under this engineering main contract shall entail the following works:-
- Removing and disposing of the existing boilers in the comprehensive school building and other redundant plant and equipment.
- Re-engineering the existing controls and control valves in the Primary School building.
- Drain down as necessary all areas and systems to allow the installation of new boilers pumps, controls and control equipment.
- All necessary draining filling and venting of the whole school system shall be carried out including the recommissioning of all circulatory heating system within the school.
- It is envisaged that this work shall be carried out within the school’s summer vacation and the contractor shall supply adequate labour plant and equipment to ensure the school is safe for the pupils to return on 31st August 2026.
You are invited to submit a tender for the renewal of flat roofing coverings, external cladding, decks and skylights at Cwmfelinfach Primary School and Heolddu Comprehensive School. The scope of the project is fully described in Appendix 1 but in summary the scope is:
• Replace four flat roof coverings, skylights (Cwmfelinfach) and roof deck (Heolddu) on roof areas as per attached Sika specifications, or equivalent approved, at Cwmfelinfach Primary & Heolddu Comprehensive Schools.
• Replace roof lights at Cwmfelinfach and structural deck at Heolddu Comp
• Allow for the removal and safe storage of all electrical services, CCTV, signage, aerials etc., and refit upon completion of the works.
• Allow for raising in height any upstands to accommodate the new roof coverings.
• Replace existing timber cladding to the tank housing building at Cwmfelinfach (including roof covering) with new Kestrel Rich Espresso 270mm Double Feather Edge PVC Cladding, complete with new timber grounds/battens and breathable membrane with all trims, plinths, cappings,
angles, flashings etc., installed as per manufacturer’s instructions.
• Allow for extending the felt roof covering over the top of the wall and down the face of the brick wall to the lower roof flashing on the toilet/corridor roof area.
• Provide all necessary fixed scaffolding with stair access. Do not block any entrance or emergency exits and make sure these areas are netted and fanned protected for safe egress/entering by the users of the building.
• Provide Heras fencing around bases of all fixed scaffolding to prevent un-authorised access
• All works must be carried out and be completed between 20th July and 28th August 2026
5505 - St. Cenydd Community School - Roofing Works
You are invited to submit a tender for the renewal of flat roofing coverings, external cladding, windows, skylights rainwater goods and fascias at St Cenydd Community School. The scope of the project is fully described in Appendix 1 but in summary the scope is:
• Replace complete flat roof coverings on lower and upper tank tower roof (3 number roof areas) as per attached Alumasc specification.
• Allow for the removal and safe storage of all electrical services, CCTV, signage, Aerials etc., and refit upon completion of the works.
• Allow for raising in height all perimeter edge trims to accommodate new insulation and new roof coverings.
• Replace all existing metal cladding as per Alumasc specification colour to match existing, with all new trims, covers, cills etc,.
• Replace all Rainwater goods with new Extra High Capacity PVC Grey 170mm Super Deep rainwater gutters with 110mm down pipes as per the specification, make sure all rainwater gutters run to the outer edges of the building.
• Replace all fascia boards with new 22mm thick PVC to match existing.
• Remove redundant roof lights and cart away from site, roof over with new roofing, including any redundant pipes penetrating the roof.
• Replace all UPVC windows with new to match existing, but with extending cills detailed to allow rainwater to flow out over the vertical steel sheeting.
• Provide all necessary fixed scaffolding with stair access, do not block any entrances or emergency exits and make sure these areas are netted and protected for safe egress/entering by the users of the building.
• Provide Heras fencing around bases of all fixed scaffolding to prevent un-authorised access
• All works must be carried out and be completed between 20th July and 28th August 2026.

You are invited to submit a tender for the renewal of flat roofing coverings and external cladding works at Bedwas High School. The scope of the project is fully described in Appendix 1 but in summary the scope is:
• Replace complete flat roof covering over Gym, Block 185 and connecting corridor as per attached Sika specification, or equivalent approved.
• Allow for the removal and safe storage of all electrical services, CCTV, Power, signage etc., and refit upon completion of the works.
• Allow for the removal of the existing timber windows, existing cladding and removal from site.
• Supply and fit new 100x50 C16 timber grounds with uprights spaced at maximum 600mm centres Vertically and 450-600mm horizontally. Provide and fit 100mm thick Rockwool stone slab insulation board between timber members/grounds clipped at inner face to keep in a vertical position, breathable high performance waterproof membrane, 38mmx50mm vertical structural battens, spaced at maximum 400mm centres to create vertical airgap and Kestral 150mm white textured V-Joint PVC cladding boards in a horizontal finish, complete with all starter, jointer and end trims, plus insect mesh and UBINK lead free flashings etc., all installed as per manufacturers instructions.
• Provide all necessary fixed scaffolding with stair access. Do not block any entrance or emergency exits and make sure these areas are netted and protected for safe egress/entering by the users of the building, including any fan boarding over entrances/exists.
• Provide Heras fencing around bases of all fixed scaffolding to prevent unauthorised access
• All works must be carried out and be completed between 20th July and 30th August 2026

Caerphilly County Borough Council (“the Council”) is undertaking pre‑market engagement to inform a future procurement for the installation, maintenance, and support of structured cabling infrastructure across its estate.

The existing contract is due to expire, and the Council is seeking to better understand current market capability, delivery models, and innovations prior to commencing a formal procurement exercise.
The Council is seeking a contractor to provide:
Installation of structured cabling (Cat6a, fibre, and associated infrastructure)
Maintenance and support of existing cabling systems
Moves, adds, and changes (MACs)
Supply and installation of associated equipment (e.g. cabinets, patch panels)
Troubleshooting and fault resolution
Surveying, design, and recommendations

Training Provision to Support Educated Other Than At School (EOTAS)
The Council is aiming to provide a suite of educational qualifications in addition to what they provide at the Educated Other Than AT School (EOTAS) provision that shall offer practical work life experience to the Council’s most vulnerable children in EOTAS and mainstream children, so they have every opportunity to achieve qualifications that support them into the wider world of work or a college pathway. Courses can include technical and vocational qualifications. Qualifications and courses can range from entry level upwards, from accredited to non-accredited. The courses will be delivered from a mixture of the new Centre for Skills for Learning in Pontllanfraith and external provision depending on the course provision. The Contract will consist of three (3) lots as set out immediately below:
