Buckinghamshire Council is commissioning integrated Domestic Abuse and Sexual Violence services for Buckinghamshire under the Buckinghamshire Domestic Abuse Service Plus model, known as BDAS+. The service shall commence on 1 April 2027 for an initial period of five years, with the option to extend for up to two further periods of 12 months each, subject to performance, funding and strategic need. The service will be delivered through two complementary Lots, comprising four separate contracts: Lot 1: Single-Sex Accommodation-Based Support. Lot 2: Community-Based Advocacy and Specialist Domestic Abuse and Sexual Violence Support, delivered through: Tier 1: Core and Inclusive Support. Tier 2: Specialist Provision and Targeted Support. Tier 3: Therapeutic and Recovery-Focused Interventions. Although services will be commissioned through separate contracts, all providers will be required to operate as part of a single Buckinghamshire Domestic Abuse Service Alliance. This alliance-based approach requires providers to work collaboratively across organisational boundaries, share responsibility for delivering outcomes, coordinate pathways and resources, and collectively contribute to service development, performance improvement and system leadership. Victims and survivors should experience a seamless, integrated service regardless of their entry point into the system. The intention is to create a trauma-informed, survivor-centred, inclusive and outcomes-focused service model that reduces duplication, avoids unnecessary retelling of traumatic experiences, and ensures that victims and survivors receive the right support at the right time.

Dynamic Purchasing System (DPS) For Home to School Mainstream, Special Educational Needs and Disabilities, Pupil Referral Units, Post 16 College, Short Term Care and Children Social Care, and Miscellaneous Transport 2025

Buckinghamshire Council is seeking to commission a Provider to deliver a new overnight short break service in Aylesbury for working age adults with disabilities and autism. The service will provide both planned and short-notice overnight stays, enabling individuals to remain living in their own homes while offering respite for families and carers. The Provider will deliver high-quality, person-centred support focused on building independence, promoting community inclusion, and achieving positive outcomes.

Buckinghamshire Council (the Council) is requesting information to inform its future commissioning intentions for Sensory support services for both Adults and Children. The Council is still deciding its approach and the information obtained by this RFI will help to ensure the future service/s meets the Council’s strategic aims, fulfils its legal responsibilities and presents a viable opportunity for suppliers.

Buckinghamshire Council (the Council) is seeking to commission a Shared Lives Service that promotes independence, choice and community inclusion for adults with eligible care and support needs, while supporting the continued growth of the service. The purpose of this Request for Information is to help the Council better understand the current Shared Lives market and inform the forthcoming procurement process. The anticipated contract term is four (4) years, with the option to extend for a further four (4) years.

Buckinghamshire Council will be retendering the Licence to Occupy contracts for the Aylesbury Waterside and Wycombe Swan theatres. This PME exercise seeks approval to explore and evaluate future operating options for Aylesbury Waterside Theatre (AWT) and Wycombe Swan. The review will assess the available models, associated opportunities, risks, financial implications, and strategic fit with the Council’s objectives for culture, communities, and place. The purpose of this exercise is to develop an evidence-based understanding of the options available and establish the preferred approach for future service delivery. The outcome will inform subsequent decision-making and any future recommendations brought forward for consideration. Aylesbury Waterside Theatre expires 1st March 2028, 15 year term until 28th February 2043 Wycombe Swan Theatre expires 1st April 2029 15 year term until 31st March 2044

Buckinghamshire Council (the Council) is requesting information about overnight short break and respite services for working age adults with disabilities and autism to inform the Council’s understanding of market interest, and views, and to support the development of the service and commissioning model. The Council is developing a new seven-bed overnight short break service for adults of working age with learning disabilities, physical disabilities, and/or autism. The service is scheduled to open in September 2027 and will be located in Aylesbury.

Buckinghamshire Council is undertaking a Preliminary Market Engagement (PME) exercise to inform the procurement of two complementary Highways Framework Contracts that will support the delivery of the Council's highways, transport, drainage, structures, and environmental improvement programmes. The purpose of the PME is to engage with the market and gather feedback from suitably experienced suppliers to help shape the future procurement strategy, framework structure, lotting arrangements, and contract requirements. The Council is seeking insight from organisations capable of delivering high-quality, safe, efficient, and cost-effective services across a broad range of highway infrastructure works and professional consultancy services. The proposed procurement will establish: Framework 1 – Highways Works, covering a range of specialist and general highway construction and maintenance activities, including: Surveys, investigations and testing services. Minor highways and civil engineering works. Traffic signs, road markings and road studs. Drainage installation and improvement schemes, including SuDS. Bridges and structural maintenance works. Conventional road surfacing and reconstruction works. Specialist surfacing treatments. Pavement rehabilitation, recycling and stabilisation works. Framework 2 – Professional Services, covering technical, commercial and environmental support services, including: Commercial, project management and procurement support. Scheme design and technical advisory services. Environmental and arboricultural services. Flood risk, drainage and water management consultancy. Climate change, decarbonisation and sustainability services. Through this PME, Buckinghamshire Council aims to understand supplier capability, market capacity, innovation opportunities, delivery models and potential risks associated with the proposed frameworks. The feedback received will be used to refine the procurement approach and ensure the resulting frameworks provide a flexible and effective route for delivering the Council's future highways and infrastructure programmes.

Neighbourhood Services currently have 3 contracts in place with external advisors to provide expertise and additional support to key projects. These contracts are due to expire 31st March 2027, Buckinghamshire Council is undertaking procurement for new contracts to replace the current arrangements upon expiry, to ensure the continuation of the required support. The 3 current contracts, awarded in April 2023 via the Eastern Shires Purchasing Organisation (ESPO) Framework, are for Engineering, Technical, and Financial support and they have assisted on a number of key projects including, but not limited to; • Energy from Waste (EFW) Litigation • Development of the High Heavens Waste Complex (HHWC) • New Buckingham Household Recycling Centre (HRC) • Persistent Organic Pollutant’s (POPs) Construction Project • Options appraisal for alternative fuel waste vehicles • Waste Collection Methodology Options Appraisal and Harmonisation • HRC Drainage Compliance Without the expertise and additional resources provided by working with specialist consultants, the Council would find it extremely difficult to deliver these projects to the same standard, timeframe and cost. Particular areas or expertise that the current arrangements provide include construction, site design, planning application support, ecological surveys, legislative and regulatory positions, market analysis, best practice, financial modelling, and contract documentation drafting.
