Nursing & Dementia Nursing and Hotel Service at Heathlands Care Centre
The Council is seeking to establish a Contract for the provision of a Nursing & Dementia Nursing Service and Hotel Service at Heathlands Care Centre Bidders are invited to tender for the service as set out in Schedule 1 of the Contract.
The Contract will be for an initial term of 5 years (April 2027 – April 2032) with an option for the Council to extend for up to three further periods of 5 years each (April 2032 – April 2037, April 2037 – April 2042, April 2042 – April 2047), up to a total of 20 years.
The total value of this opportunity is estimated to be £57,193,215 before uplifts as defined in the terms and conditions based on the Councils’ best and reasonable estimations, though this may vary in instances of a demand-based service. The new contract is anticipated to commence on 8th April 2027.

Road Based Passenger Transport Services
The DPS comprises two lots:
Lot 1: traditional bus services with set routes and timetables.
Lot 2 : covers demand responsive transport and other non-typical bus provision.
Note: The DPS excludes the provision of home to school transport for pupils with special transport requirements, e.g. wheelchair and/or passenger assistant.
The Council has a duty under the 1985 Transport Act 'to secure the provision of such public passenger transport services as the council consider it appropriate to secure to meet any public transport requirements ... which would not in its view be met apart from any action taken by it for that purpose.'
The agreement will provide the structure to procure routes, the Bus Strategy developed during 2020 defines what the Council deems appropriate under the Act, and the call offs under this framework will procure those routes, ensuring by the appropriate qualitative criteria that any route details put forward by operators fulfil the requirements defined in the Strategy.
As of June 2022 the Council provides 9 subsidised public bus services operating Mon-Sat with three of these services also operating late into the evening and on Sundays. The Council also contributes to a route procured by the Royal Borough of Windsor and Maidenhead.

Bracknell Forest Council intends to create a new Dynamic Market for the provision of Home to School Transport for children and young people with SEND needs within the Bracknell Forest geographical area.
Whilst not subject to the Light Touch Regime, interested parties should note that similar standards will be applied in respect of passenger safety and driver standard checks, due to the service users consisting of vulnerable young people.
The Council is currently considering the precise service model, and the application of Lots, structure of routes and operational model may change prior to the publication of the tender, therefore the Council is unable to define Lots, if any, at this time. Interested parties should not consider the current structure to be indicative at this time, as this is part of the redesign considerations.
The Council intends to commence pre-market engagement and consultation in early 2026 to support this redesign and involve potential contractors, prior to commencing the tender process in Spring 2026.
The Council intends to establish a framework of building contractors to support capital works for both the Council's corporate estate and schools the Council is supporting.
The Framework will cover a range of construction services and specialties covered under one lot with multiple suppliers.
Annual spend through the Framework will typically be between £5,000,000 and £8,000,000. It is anticipated that a mix of mini competitions and direct awards will be conducted in connection to individual projects, but the precise call off methodology is still being developed by the Council.
Bracknell Forest Council and Wokingham Council are seeking a contractor to delivers highways maintenance and works for all highways the Councils are responsible for within their boroughs. This may be commissioned as a joint contract, or the two Councils may instead determine to proceed with 2 separate individual contracts.
The councils will be undertaking market consultation in 2027 to assist in determining how they wish to proceed.
The Council is seeking a contractor to operate and manage all Council owned car parks within Bracknell Forest. This will include enforcement of parking regulations within the car parks and around the Borough. This currently extends to 48 sites within Bracknell Forest, though please note the number and location of sites may change during the contract. Full details will be provided in the specification.
Creation of an Autism Spectrum Disorder Unit at The Pines School
The Council is seeking a partner organisation to support the creation of a Autism Spectrum Disorder (ASD) Unit at the Pines School in Bracknell, to support children & young people with Special Educational Needs or Disabilities (SEND). The Council is currently considering potential routes to market and delivery options, and this may require a Design & Build project depending upon the option selected.
Short Breaks for Children and Young People with Disabilities
Bracknell Forest Council is seeking to establish a Short Breaks Play and Leisure Service for children and young people with Special Educational Needs and Disabilities (SEND) on Saturdays and during school holidays. The Short Breaks service is intended to provide targeted play and leisure opportunities for children and young people aged 5-18 years whose needs cannot be met within mainstream provision and who require additional support due to the nature or complexity of their needs.
Bracknell Forest Council is seeking to establish a Framework to deliver alternative education provision to children & young people unable to attend school due to illness, exclusion or other reasons. This may include children & young people with Special Educational Needs or Disabilities (SEND) or Education Health Care Plans (EHCPs). The Council is still considering the precise structure, but may divide the Framework into Lots based around groupings of needs.
