The BBC is currently considering a fully managed Software‑as‑a‑Service (SaaS) offering and welcomes feedback on alternative approaches where relevant. This must include hosting, ongoing support, administration, security, and maintenance as part of the service.
The system will support users across multiple partner organisations based throughout the UK. International access is not required. The service is expected to be available 24 hours a day, 7 days a week, 365 days a year. While usage may occur at any time, the primary period of activity is anticipated to be between 10:0 and 20:00.
The Local Democracy Reporting Service (LDRS) Authoring Tool is used for the creation and publication of news stories that are shared with Local News Partnership (LNP) partners. Originally commissioned in 2017 and subsequently renewed, the tool is now under review and is scheduled for replacement from January 1, 2028.
The portal supports the Local Democracy Reporting Service (LDRS), a public service news agency funded by the BBC, delivered by the local news sector, and used by qualifying partners. All partners operate to common editorial standards and publish content into a shared system.

RFI - BBC Sport Production Asset Management (PAM) Library
The BBC’s core requirements for a Sport Production Asset Management (PAM) system focus on a user orientated “single pane of glass” concept, ensuring production teams experience seamless workflows from pre-ingest to publication and archive, while enabling simple send and restore of content and data.
The vision is to move the core Sport production facilities from the current on premise thick client broadcast-based asset management system towards a cloud and web-based solution that gives future facing flexibility for digital workflows. Access, integration and maximising the potential of BBC Sports media and data assets in the future are the key drivers, but without jeopardising the live fast turnaround workflows which form the core infrastructure for ensuring the highest quality audience experience.
This RFI aims to explore how a replacement PAM can deliver these wide-ranging system integrations to transition BBC Sport to a future ready system capable of delivering current and future workflows. This includes a secure and governed ingest; consistent, enriched and persistent data across all production areas; reliable multi storage integration and management of assets; and a strategic migration towards modern, cloud‑aligned workflows that support durability, scalability and long‑term sustainability.
