Financial Crime Transaction Monitoring Systems Market Engagement Request for Information (CD2430)
The Bank of England provides banking, payments and custodial services to a range of domestic and international customers, including central banks, government entities and systemically important financial institutions. These activities support the Bank's mission to maintain monetary and financial stability and involve the movement of high-value domestic and cross-border transactions through a range of payment and messaging channels. The Bank maintains a robust financial crime control framework and is committed to complying with all applicable sanctions, anti-money laundering (AML), counter-terrorist financing (CTF) and fraud prevention requirements. Technology plays a critical role in this framework by monitoring customer activity, identifying unusual or anomalous behaviour, supporting sanctions screening, and enabling the investigation and management of financial crime risks.
The Bank is reviewing its technology capability across transaction screening and monitoring for financial crime, covering fraud, sanctions and AML/CTF. Through this market engagement exercise, the Bank is seeking information on current and emerging solutions, as well as deployment approaches.
Property & Building Services for the Bank of England's Debden Site
The Bank has a requirement for a main works contractor to carry out the following at the Bank's Debden site:
-Installation of hybrid ASHP replacing existing LTHW boilers with electric boilers and additional heat recovery systems
-Implementation of air flow optimisation to HVAC systems
-Improved lighting control and energy efficient luminaires through the site
-Improved metering and building control systems
-Life cycle replacements comprising replacement of electrical switchgear (air circuit breakers), replacement of smoke/fire damper actuators, and roof repairs
-Maintenance of building fabric to maintain building integrity and security

Due to the sensitive nature of documentation, interested suppliers are required to complete a non-disclosure agreement in order to access the Associated Tender Documents.

These contracts are for the supply of network services and goods over 4 years with the option to extend for a further 2+2+2-year period. The estimated total contract value is £20m (across all contracts). The contracts will be for up to four suppliers, but as a minimum two different suppliers for the services.
Services are to be delivered in the UK (UKI). The aim is for a minimum of two contracts to be awarded by Q3 2027.
The Bank's mission demands uninterrupted connectivity across its estate, even in the face of physical disruption, cyber threats, or supplier failure.
The proposed dual-supplier/dual-contract model is designed to ensure that each location benefits from redundant, independent connectivity, such that failure in one provider's infrastructure does not compromise the Bank's operations.
The services are split into Four Lots:
Lot 1 & Lot 2:
To provide Wide Area Network (WAN) connectivity between each of The Bank's Offices & Data Centres. The services will need to be awarded to one supplier per service, as the same supplier cannot provide WAN under LOT 1 and 2.
Lot 3 & Lot 4:
To provide High-capacity Dedicated Internet Access (DIA) to the Bank's Data Centres and Offices. The services will need to be awarded to one supplier per service, as the same supplier cannot provide DIA under LOT 3 and 4.
Mechanical & Electrical (M&E) Engineering and Design Advisory Services Framework
M&E Engineering and Design Advisory Services are required to provide expert advice on designing, maintaining, repairing and upgrading a building's mechanical (heating, ventilation, air conditioning, plumbing) and electrical (power, lighting, fire alarms, controls) systems to ensure safety, efficiency, compliance and reliability.
The Services will be required across multiple projects during the Framework term and shall encompass, but not be limited to, design services, surveys, compliance-related activities, and associated consultancy support.
The duration of the closed framework will be 4 years.
The framework will be non-committal and non-exclusive.
Annual current spend on these services is approximately £600,000.
Market Engagement of Payments Roadmap Technology Delivery Partner (TDP)
The Bank of England launched the new RTGS system successfully in April 2025. After a year of maintenance and support, enhancements have been identified to ensure the system is running as effectively as possible. The TDP is required to work alongside the Bank of England to align the core settlement product family and to deliver these strategic enhancements.
The Bank plans to explore the options from the market along with how the TDP and enhancements could be procured.
Particular suitability:
-Understand what capabilities exist in the market for payments, payment processing, AMH and SWIFT messaging.
-Assess how suppliers support end‑to‑end innovation in payment messaging.
-Identify scalable and flexible approaches that can support future regulatory, operational, and technology change
-Inform subsequent discovery and procurement activity

Notes Stillage Cage Provision, Storage, Maintenance, and Disposal
The Bank of England ("the Bank") is undertaking a Request for Information (RFI) and Preliminary Market Engagement (PME) exercise to inform a potential future procurement. This notice is not a call for competition, not an invitation to tender, and will not result in the award of a contract.
The Bank is seeking market feedback regarding a potential requirement for the supply of approximately 5,000 stillages up to 2031 in accordance with the Bank's specifications, maintenance and repair of the Bank's existing cage estate, storage services for surplus cages from the Bank's Debden site, and the sustainable disposal of cages that are beyond economic repair.
The goods and services would be delivered to and/or provided in support of the Bank's Debden site.
The Bank is considering a contract commencing on 1 March 2027 and ending on 28 February 2034, with the option, at the Bank's sole discretion, to extend for up to two additional periods of one year each.
The estimated contract value is up to £2.1 million inclusive of VAT and any extension options. This value is indicative only and does not represent any commitment by the Bank.
The Bank of England is commissioning a new Survey of Household Finances to commence in H2 2027 or H1 2028.
As part of the tender process, the Bank is undertaking a soft market test to understand supplier capability and feasible delivery models for a household survey that can be linked to bank transaction data for the same respondents.
The core requirements are:
1) The ability to run an online household survey of approximately 15 minutes, designed by the Bank of England.
2) The supplier would provide a nationally representative UK sample, with the survey conducted twice per calendar year.
3) The ability to link survey responses to transaction-level financial data (e.g. current account data) capturing income and expenditure flows for the same respondents, at the individual or account level, using arrangements that are fully compliant with applicable data protection legislation and ethical standards. This should include clear, informed and revocable respondent consent; appropriate governance, security and data minimisation practices; and, where relevant, use of regulated access frameworks (e.g. Open Banking). Feasible delivery approaches could include, for example: use of existing consented panels with linked data; recruitment of customers from a financial institution; and/or respondent-authorised account linkage e.g. Open Banking. Examples are illustrative only and do not indicate a preferred solution.
