***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION ***** This procurement is being concluded as a direct award under the RM6187 Management Consultancy Framework Three (MCF3). Brief Description of Requirement Problem to solve: The Life Sciences sector offers significant opportunities for the 10 Year Health Plan, and our mission for economic growth through the Life Sciences Sector Plan. However, it operates in a complex regulatory and financial environment, where various taxes and reporting requirements -including corporate taxes, import duties, value-added taxes (VAT), environmental taxes and reporting alongside sector-specific levies-can cumulatively weigh on the UK's competitiveness and innovation capacity. Industry is speaking of a 'tipping point' being reached due to a 'soaring increase in the cost to do business', and an industry association (ABHI) has estimated that almost three quarters of the sector are delaying recruitment plans due to the national insurance increase alone. Existing data has however been collected by industry and is from a small sample. Aim: to quantify in £ the size (and growth impact) of the UK tax and reporting burden across Life Sciences. Needs to take account of different sub sectors (i.e. diagnostics vs orthopaedics vs digital vs Cell and Gene Therapy) and company size (i.e. small, medium large).
