Clarification Note 02 published, consolidating all clarification responses into a single document. It supersedes and replaces Clarification Note 01 in both of its versions, v1.0 and v1.1, each issued on 14 October 2026. Those versions remain listed for completeness but are withdrawn and must not be relied upon. Tenderers should work from Clarification Note 02 alone. The consolidated note carries all 49 responses, the written note of the site visit required by clause 8.3 of the Invitation to Tender, a change log at clause 1.7 identifying every response that has changed, and a summary of the corrections made to the tender documents. Twenty-four responses previously marked outstanding are now answered. Tenderers are directed in particular to the transferring employee's contractual sick pay, holiday entitlement and notice period, which supersede the statutory-minimum assumption previously permitted; confirmation that the employee is entitled to future NJC pay awards; confirmation that attendance between 07:0 and 15:0 is permitted; the corrected site opening arrangements, the Site being opened at approximately 05:0 rather than 06:30; confirmation that the sheet vinyl is safety flooring throughout; revised sanitary fitting counts; confirmation that two of the five timber floors are of sprung construction; and the School's consumables expenditure, provided as an advisory baseline only. Three items remain outstanding, none of them material to the price of the main service, and the note explains how to price where an answer is still awaited. No other change has been made to this notice. The requirement, the conditions of participation, the award criteria and weightings, the estimated value and the contract term are all unchanged. The deadline for receipt of tenders remains 12.00 noon on Monday 26 October 2026, and the tendering period continues to run from the original publication date of 24 September 2026.
The site. A single secondary school of approximately 4,315 m² of printed in-scope floor area across three blocks, together with a sports hall building of approximately 1,175 m² delivered under a 2025-26 expansion. A room-by-room schedule of floor surfaces, an out-of-scope list and a sanitary provision schedule are issued with the tender documents. The service. Fully managed: routine cleaning over a 40-week service year, periodic, holiday, deep and non-routine cleaning including high-level work, on-site supervision, labour, equipment, materials, quality assurance and reporting. Washroom consumables are to be priced both as a School-supplied and as a Contractor-supplied option. Points tenderers should note. Timber and sprung timber floors account for 616.6 m², 14.3 per cent of the in-scope area, across five areas including a sports floor and a floor in a food-consumption area. The estate contains 58 WCs, 56 wash basins and 20 showers. There is no site access at weekends or on bank holidays. The sports hall building is not expected to be available before the new year and is priced separately. Workforce. A TUPE service provision change is anticipated, involving eight employees across two transferors - seven employed by the outgoing contractor and one employed directly by the School. One employee is an active member of the Local Government Pension Scheme at an employer contribution rate of 18.4 per cent. Anonymised workforce information is issued with the tender documents, subject to the confidentiality terms of the Invitation to Tender. Approach to award. The School is procuring a properly resourced service that is correctly priced. Evaluation weights quality, staffing model, supervision and mobilisation alongside price.
