Norfolk County Council will be seeking providers that wish to apply for a placement on a framework which will deliver high-quality online and face to face personalised tuition for children and young people across Norfolk. The service will deliver education outside of, or in addition to, a school setting. The service defines the standards, expectations and responsibilities that providers must meet to support children and young people with a range of educational, social, emotional, medical, some behavioural and special educational needs. The expectation is that providers will deliver provision that is safe, effective, outcome-focused and aligned with statutory duties in line with Norfolk Area SEND, Alternative Provision Strategy and FLOURISH outcomes. The service will aim to improve educational engagement, address barriers to learning and support successful progression, development and reintegration into education wherever appropriate . The framework will be divided into two Lots, providers can apply for one or both Lots. Lot 1 will be for the provision of delivering one to one tuition online and Lot 2 will be for the provision of in-person tutoring across Norfolk in a non-school settings. The framework agreement is due to commence on 1st June 2027.
