Description

Lincolnshire Housing Partnership (LHP) is a greater Lincolnshire based housing association created in April 2018. LHP is a charity regulated as a Community Benefit Society and a not for profit housing provider regulated by the Regulator for Social Housing. LHP’s Data and Technology Strategy 2026–2029 sets out LHP’s vision to become a digitally confident, data-driven housing association by March 2029, supported by a sequenced three-year roadmap structured around three phases: Foundations (Year 1, 2026/27), Transformation (Year 2, 2027/28), and Innovation (Year 3, 2028/29). The strategy has one overriding objective: to give LHP the technology and data foundations it needs to achieve and sustain a C1 Consumer Standard grading, with a target of March 2027. The most important implication is that LHP needs a modern, integrated housing and repairs platform, supported by a clear integration architecture and a stronger data foundation.  Core Systems — a modern, integrated core housing and repairs platform at the heart of operations, supplemented where necessary by specialist capability that is tightly integrated into the target architecture, replacing our Housing Management System alongside a fit-for-purpose finance system and consolidated service charge platform.  Data Foundation — the Data Warehouse as a single source of truth, with Power BI as the reporting and analytics layer and governance embedded through the Data Stewards.  Integration Layer — an API-first architecture with a strategic integration partner, removing manual re-keying between core systems, with the integration architecture agreed before any new system is procured.  Customer & Colleague Experience — a fully AI-enabled CXone contact centre, an enhanced customer portal integrated with the new HMS, and mobile-first field working tools. Within this roadmap, the HMS/Digital Repairs Options is a priority Year 1 initiative. The decisions taken through this appraisal will shape the future platform architecture, the integration approach, and the sequencing of wider change across the strategy period. This project is associated with the procurement of a solution for a Housing Management System, Repairs Platform and Dynamic Scheduling tool.
