Powys County Council ("the Council") is establishing a framework agreement for childcare settings to provide Welsh Government Childcare for 2 year olds in Powys. The childcare programme is to ensure that all children from 2 years old, resident in Powys have access to free, high quality childcare for up to 2.5 hours per day, for a maximum of 12.5 hours per week. Eligible children and their families, will feel involved, informed, supported and empowered and each child will achieve tangible outcomes of: • Language Development • Cognitive Development • Social & Emotional Development • Physical Health • Reduced poverty • Early Identification of high needs This contract is being procured under the Light Touch Regime in accordance with Section 15 of the Procurement Act 2023. The procurement is conducted under Section 9 of the Act and is governed by the Procurement (Wales) Regulations 2024, which apply to light touch contracts for specified services. The Council is awarding a contract, which allows flexibility while complying with Treaty principles of transparency and equal treatment of providers.
