Award Criteria

The Parish Council will evaluate all compliant tenders using the pre-set evaluation criteria and scoring methodology published with the tender documents. Each tender will be assessed consistently against the published criteria and awarded the applicable scores and weightings. The contract will be awarded to the tender that satisfies the Council's requirements and achieves the highest overall evaluation outcome in accordance with the published assessment methodology, representing the Most Advantageous Tender (MAT). The evaluation will be undertaken before consideration of the tender price in the context of the Council's overall budget and procurement requirements. The Council will not automatically select the lowest-priced tender. Price will be assessed in accordance with the published evaluation methodology alongside the other stated criteria. The procurement has been conducted in accordance with the Parish Council's Standing Orders, Financial Regulations and applicable public procurement legislation. The Council will seek to achieve value for money while applying the published evaluation methodology consistently and transparently.

Description

Stanwick Parish Council is seeking to appoint a suitably experienced and competent contractor to provide grounds maintenance and associated services across Council-managed sites within the parish of Stanwick. The contract will cover the routine management and maintenance of public green spaces and associated facilities, including recreation and leisure areas, public open spaces, natural areas, highway verges, linked footpaths, allotments, Stanwick Cemetery and St Laurence Churchyard. Core services will include grass cutting and edging; shrub, herbaceous and flower bed maintenance; rose bed maintenance; hedge maintenance; young tree and yew tree maintenance; litter, leaf and debris clearance; hard surface maintenance; weed and vegetation control; allotment maintenance; and cemetery services including grave digging, interments, cremated remains, grave reinstatement and associated duties. The Contractor will be required to maintain all sites to the standards specified in the Council's Grounds Maintenance Specification, using appropriate horticultural, environmental, health and safety and operational practices. The service is required to be delivered in a manner that maintains sites in a clean, safe, tidy and well-maintained condition, while taking account of biodiversity, wildlife and environmental sustainability. The Contractor will also be responsible for the appropriate removal and disposal of waste and arisings generated through the service and for complying with all applicable legislation and regulatory requirements. Tenderers will be required to submit method statements covering service delivery, environmental sustainability, staffing, and health and safety/risk assessment arrangements. The contract will initially run for three years, with an option for the Council to extend for a further twelve months, subject to satisfactory performance and the Council's requirements. The contract will comprise annual-priced core tasks together with additional optional works instructed by the Council and paid in accordance with the Schedule of Rates.
