Derbyshire Dales District Council (The Council) is currently considering a range of potential delivery models for the future provision of its waste and recycling collection service. As part of its service review, the Council is assessing which delivery model is best placed to meet its strategic objectives, statutory obligations, service requirements and value for money considerations. This Pre Market Engagement exercise (PME) is intended to gather information from the market in relation to the following delivery models only: • A single supplier contract for the provision of waste and recycling collection services; and • A joint venture arrangement between the Council and a private sector partner, through which a jointly owned company would operate the waste and recycling collection service. The Council has not reached a decision on its preferred delivery model and reserves the right to consider alternative delivery options outside the scope of this engagement. The Council is conducting this PME in accordance with Sections 16 and 17 of the Procurement Act 2023. Information obtained through this process may be used to inform the Council's future procurement strategy and contract requirements. The Council will take appropriate steps to ensure no supplier obtains an unfair advantage through participation in this engagement and may share relevant information arising from the engagement with all prospective suppliers in any future procurement. For the avoidance of doubt, this PME is not part of a formal procurement process, and the Council is not committing, at this stage, to carrying out such a process. Participation in this process is entirely voluntary and non-binding and shall not prevent any supplier participating in a future procurement process.
