London Underground Limited (LUL), is a wholly owned subsidiary of Transport for London (TfL), the statutory corporation responsible for the transport network in London. London Underground Limited (LUL) engineering and maintenance is managed by Transport for London (TfL), the public body running the Tube, with the LUL Asset Performance Directorate overseeing the actual upkeep, renewal, and modernisation of its vast, historic infrastructure (tracks, signals, stations) using in-house teams and external specialist contractors. Railway carriages, wagons and engineering vehicles ('EV') are the principal part of London Underground ('LU') services assets. These assets require periodic maintenance and overhaul. This tender notice is being posted in accordance with the Procurement Act 2023 to invite bidders to express interest to participate in the following tender activity. London Underground Engineering Vehicles fleet requires strip and spray and bogie overhaul of 10 General Purpose (GP) Engineering Wagons to achieve a life extension of 8 years. The scope of works is to achieve a strip and spray and overhaul that meets the requirements of the TfL strip and spray and overhaul specification. These wagons are vital for the upkeep and maintenance of the LU track infrastructure and are a key asset for the Battery Locomotive Programme. Bidders wishing to take part in the process and submit a tender response should contact [email protected] and ensure they are registered on the SAP Ariba e-tendering platform. Registration is required to receive an invitation to the procurement event and access to the ITT (Invitation to Tender) documentation. Bidders are required to Express Interest to participate by 23/09/2026 at 12PM GMT. Scope Strip, surface preparation, repair, painting and bogie overhaul of 10 engineering wagons at the Supplier's premises, returned to Transport for London for reassembly. The wagons comprise General Purpose (GP), Concrete Mixer and Match (CM and MW) and Jubilee Line Extension (JLE) types. The final quantity by type will be confirmed at contract award. The work covers: • Body strip, blasting, surface preparation and painting to the specified paint system. • Welding and body repair to BS EN ISO 15085-2 and the associated welding standards. • Overhaul and repair of bogies. • Repair of corrosion, damage and distortion found on inspection. • Collection and return of wagon bodies and bogies to the nominated Transport for London site. Overhaul materials are free issue. The Supplier provides all consumables, paint system, blast media, PPE, plant and tooling. The tender price is for labour and services only. Delivery is at one wagon every three weeks, all 10no within the contract term, with no mobilisation period. Collection and return will be from Acton Works, 130 Bollo Lane, London W3 8BZ, or Ruislip Depot, West End Road, HA4 6NS, confirmed at contract award. Suppliers must evidence prior delivery of both rail vehicle body strip and repaint and bogie overhaul, supported by two reference contracts.
