Tender Clarification Note 02 Date of issue: 14 September 2026 Issued by: Wallingford Town Council Status of this note This note contains one amendment to the tender brief. It is issued to all tenderers in the interests of fairness and consistency. Tenderers should take its content into account when preparing their submissions. 1. Structural engineer - accreditation requirement Reference: Section 9 (Professional Advisers); Task 1c (Movement survey, Ruins of the College of St Nicholas); Task 1d (Survey of existing path structural condition on the Motte); and the specification for structural repairs. Status: Amendment to the brief. Clarification: References in the brief to a "Conservation Accredited Engineer" should be read as "a conservation-accredited engineer, or an engineer with proven experience on these or similar local scheduled monuments." Where a tenderer proposes an engineer who is not conservation-accredited, the relevant experience should be evident from the CV already required under Section 11 (Form of Response). No additional information is required. This amendment has been agreed with Historic England. Tender timetable All other requirements of the brief and the tender timetable are unchanged. Wallingford Town Council, working in partnership with Historic England, seeks a suitably qualified archaeological and heritage consultant to prepare an Archaeological Management Plan and a costed specification for HE1 capital works across the Scheduled Monuments within the Council's public parks in Wallingford, Oxfordshire. The sites covered are the Wallingford Town Walls, the Saxon burh (town) defences, and Wallingford Castle and the Motte. These are nationally important Scheduled Monuments, and elements of the Town Walls are recorded on the Heritage at Risk Register. The work is intended to inform and enable future conservation works, including measures to limit erosion, manage vegetation and shrub coverage, and address unstable trees, while protecting buried archaeology and the historic character of the sites. The appointed consultant will be expected to assess the monuments, set out a management approach, and produce a clear, costed specification suitable to inform a subsequent, separately procured works programme.
