Each option will need to be assessed against relevant access, logistics and construction constraints. The appointment will include the review and validation of existing project information; coordination and execution of intrusive and investigative survey workstreams; assessment of site access, interfaces, constraints and stakeholder considerations; and comparative appraisal of the options and associated logistics scenarios. The appointed contractor will be expected to provide advice on buildability, temporary works, programme, cost, risk, Principal Designer/CDM matters and whole-life implications. The commission is intended to establish a well evidenced technical, commercial and construction basis for the project, in order to support the Outline Business Case at P3M Stage 2. The output will be a series of in-depth evidenced based appraisal reports with a final composite report and recommendation to support Outline Business Case decision-making and any future route-to-market strategy for the Main Works.
