| Method Rationale: | GHD/EMPHNET is the only organisation identified with the technical expertise, regional presence, established government relationships and logistical capability required to support the UKHSA International Health Regulations Strengthening Project (IHR-SP) in the Eastern Mediterranean Region (EMR). A UKHSA market assessment completed in February 2025 found no alternative suppliers able to provide the required combination of public health expertise and in-country logistical support. EMPHNET was identified as the only capable supplier, with extensive networks across Ministries of Health, Field Epidemiology Training Programmes and public health institutions throughout the region. For these reasons, the direct award is considered compliant with Schedule 5, Paragraph 6 of the Procurement Act 2023, as there is an absence of competition for technical reasons and no reasonable alternative supplier. |
