Blaby District Council working in partnership with health, adult social care and wider system partners recognised that unsuitable conditions at home can cause significant barriers to hospital discharge. For some patients, returning home is delayed because their property requires clearing, cleaning to reduce risks or complete environmental works before it is safe and accessible for them to return home. The HET supports patients where there is any housing related issue that is preventing or delaying their discharge from hospital. A specialist clear and clean service can play a key role in reducing hospital delays by ensuring those housing related barriers are addressed as quickly and as sensitively as possible. There would need to be a responsive and flexible approach including urgent short notice, weekend and bank holiday assistance. Blaby District Council seeks to understand how the market could support the delivery of the specialist clear and clean service and the range of property interventions they are able to provide, including: • Cleaning linked to self-neglect, hoarding, infestation or contamination. • Making key areas of the home safe and accessible including entrances, bedrooms, bathrooms, kitchen and living spaces. • Sensitive handling of personal possessions. Blaby District Council has recognised that property condition is often related to wider issues such as poor health, disability, mental health, reduced mobility, financial and social issues and therefore any service should include a person-centred approach to ensure that dignity is protected. The Council is seeking the views of suppliers to assist in the design and running of this service through a soft market engagement questionnaire.
