Transitioning to an alternative system would require significant reconfiguration, service disruption, and potential data migration risks. • Specialist, proprietary platform: Theseus is a proprietary system owned and developed by Cyber Media Solutions Ltd, with no equivalent off-the-shelf alternative that replicates its current configuration, integrations (e.g. EMIS), and NERS-specific functionality without substantial redevelopment. • Integration with national primary care systems: The platform includes a specific EMIS integration module enabling GP referrals, with established contractual and technical arrangements. Replicating this integration with another supplier would involve additional third-party costs and implementation risk. • Operational and financial efficiencies: The proposal offers fixed pricing over a three-year period (with optional extensions), ensuring cost certainty and avoiding the additional implementation, transition, and training costs associated with a new supplier. • Existing support, training, and service model: The supplier provides an established support infrastructure, onboarding materials, SLA, and ongoing system updates, reducing risk and ensuring continuity of service delivery. |

Public Health Wales is seeking to procure a continuation and enhancement of the existing NERS Exercise Referrals Management System, delivered via the Theseus platform provided by Cyber Media Solutions Ltd. The proposed contract continues use of an existing service following extensive investment to procure and develop in 2022. The system is configured for use by 22 Local Authorities in Wales and supports a wide range of NERS pathways, including generic, back care, cancer, cardiac, falls prevention, lifestyle management, mental health, pregnancy, pulmonary, stroke and weight management. Each pathway is supported through a custom episode structure covering the full client journey, from referral and enrolment through consultations, exercise sessions, pathway-specific reviews and pre- and post-delivery consultations. In addition to the structured data collection forms used throughout the pathway, the system also includes more than 150 bilingual letter templates in English and Welsh, helping to ensure consistent communication and administration across the national scheme.
