The Rotherham Gateway project is a multi-phased scheme to bring mainline rail services back to the Borough. Alongside the transport elements which also includes a new tram/train stop the scheme also delivers 300 new homes and an industry ecosystem, similar to the Advanced Manufacturing Park, associated car parking and public realm. The scheme can be considered in phases: • Phase 1 - mainline station and tram train plus catalyst station building, public realm and car parking • Phase 1a - Effingham St corridor, active travel scheme, masterplan & outputs • Phase 2 & 3 Innovation Gateway • Phase 4 Residential Quarter Phase 1 is moving into FBC and therefore the priority for this commission alongside Phase 1a which is essential to connect the Gateway site to the town centre. The remaining phases will be brought forward as funding and acquisition opportunities become available. The Council are seeking a Multi-Disciplinary team to support this phased programme of work for just over a 3-year period (with appropriate options to extend). Consultants are expected to provide the following services: • Lead Consultant • Programme Director • Programme Management Office • Project Management • Architectural, Design and Masterplanning The Multi-Disciplinary consultancy will also provide: • Cost Consultancy • Construction Design & Management role • Technical and Site Investigation Phased Approach Due to the complex nature of the project requirements the appointment and contractual arrangements will be undertaken in two stages. Stage 1 - the first stage will involve the establishment of the core team. This will include Lead Consultant, Programme Director, PMO and Project Management support for the progression of the Effingham St Active Travel corridor. During Stage 1, preparations will be made to form the requirements for Stage 2. Stage 1 is expected to last for 8 weeks and move seamlessly, subject to a satisfactory proposal received into Stage 2. Stage 2 - will form the main body of the commission. Due to the complexity of the Gateway project the full requirements of this stage will evolve over the lifetime of the project but will be limited to the services described above. The Stage 1 works are awarded at a cost of £138,370.92 with a total estimated contract value across both stages of £3,138,370 (all figures quoted as net). The end date stated of 02/10/2026 is only to the completion of stage 1. This award was undertaken as a direct award via Lot 1 (Built Environment Consultancy) of the SCAPE Consultancy framework.
