The Office of the Police and Crime Commissioner for Warwickshire (OPCC) is considering future options for the provision of its Victim Support Service. We would therefore like to invite suppliers to participate in the preliminary market engagement process. This exercise is purely for the purpose of information gathering in order to inform the procurement strategy going forward. It should be noted that any future purchase will be subject to a full competitive tendering procedure in accordance with the Procurement Act 2023. A full specification of technical, functional and non-functional requirements would be provided within the tender documentation. The Victim Support Service has been commissioned by the Office of the Police and Crime Commissioner (OPCC) for a number of years. The current contracts for the Victim Support Service are due to expire on 31 March 2027. The service is currently structured into several lots: - Lot 1 Multi-Crime Victim Services To deliver support services for victims of crime by assisting victims of crime to recover through the provision of practical, emotional and ongoing support. - Lot 2 Sexual Violence Support Services To deliver support services for victims of sexual abuse and violence. Including Independent Sexual Violence Advisors and therapeutic services. - Lot 3 Child Exploitation Support Services To deliver direct interventions and training across the Commissioner’s priorities (and working closely with Warwickshire County Council), including early identification/prevention work, support for children, parents and carers. - Lot 4 Slavery and Exploitation Support Services To provide the right level of interventions and service for victims of Modern Slavery and Human Trafficking (MSHT), helping to raise the profile of MSHT within the county, and amongst professionals of the support available. To deliver training to professionals including educating individuals on the signs to look out for, NRM procedures, ensuring better victim identification and support, and to facilitate more effective prosecution of offenders. The contract values provided in this notice are estimated and for indicative purposes only. Values cover original term only of 3 years and optional extension periods have not been included in the estimate. The preliminary market engagement process consists of the following activities: - Webinar The purpose of the webinar is to provide further clarification on the proposed approach, answer supplier questions, facilitate discussion, and support suppliers in developing informed responses to the questionnaire. - Questionnaire The purpose of the questionnaire is to gather market feedback on the proposed service model, identify risks and opportunities, and inform the refinement of requirements, lot structure, and commercial approach. Suppliers are encouraged to consider the information shared during the webinar when preparing their responses. How to Register All expressions of interest must be made via the Warwickshire Police In-tend portal hosted on the In-tend Bluelight Hub: https://sell2.in-tend.co.uk/blpd/home Suppliers may view Request for Information details including webinar details via the ‘Tenders’ section. Access to procurement documents requires supplier registration/login. New suppliers should register and then access the ‘Portals’ section and select connect with Warwickshire Police. Any questions relating to this procurement procedure must be made via the Correspondence function on the In-tend portal. Participation in the preliminary market engagement exercise does not replace the need to meet any mandatory requirements which may be set as part of any subsequent tender procedure, or to resubmit information requested as part of a subsequent procurement procedure. We reserve the right to withdraw this exercise at any time or to determine not to proceed with any project herein or any proposed action suggested in response to this exercise.
