Yorkshire Water is issuing this Preliminary Market Engagement Notice in accordance with Section 16 of the Procurement Act 2023 to inform the market of its intention to engage with suppliers regarding a potential future procurement for fleet fuel card, electric vehicle (EV) charging, parking, vehicle related sundry purchases and associated management information services/software. Yorkshire Water operates a fleet across the North of England that utilises both traditional liquid fuels and public/private EV charging infrastructure. Yorkshire Water are seeking to understand current market capabilities, innovation, commercial models and reporting functionality available from suppliers. The engagement will help shape procurement strategy, service specification, contract structure and evaluation methodology for any future procurement activity. Yorkshire Water is interested in engaging with suppliers capable of delivering a solution that aligns with the following requirements: Coverage across the North of England for: • Diesel and petrol refuelling. • Public EV charging networks. Ability for cardholders/users to purchase approved vehicle-related sundry items, including: • Screen wash. • Engine oil. • Vehicle consumables. Functionality enabling payment of: • Parking charges. • Toll Charges • Contingency payment process • Vehicle wash services. Software solution supporting: • Home EV charging reimbursement. • Workplace/site charging. • Public charging management. Mobile application functionality providing drivers with access to: • Fuel and EV charging locations. • Transaction history. • Account management functions. • Charging session management where applicable. Commercial models that optimise: • Diesel discounts. • Public EV charging discounts. • Cost control and visibility. Integration with corporate back office systems and finance processes with particular interest in solutions that provide: • Controls over non-fuel expenditure. • Product-level restrictions and spending limits. • Ability to block premium fuel purchases. • API/Management and Transactional Data Transfer Function • Itemised fuel transaction reporting. • Detailed breakdown of non-fuel purchases. • Merchant-level engagement enabling provision of itemised purchase information. • Fraud prevention and spend management controls. Access to a suite of management information and reporting tools. Yorkshire Water would like to also understand any/all Innovations introduced to the market within the last five years such as: • Emerging technologies relevant to fleet fuel management and EV charging. • Future Public Hydrogen Supply & Availablity • AI, automation or predictive analytics capabilities. • Developments supporting fleet electrification, sustainability and carbon reduction. • New payment technologies and digital services. Yorkshire Waters also seeks market feedback on available pricing structures and cost models, including: Card Costs • Initial card issue costs. • Replacement card costs. Fuel and EV Charging • Liquid fuel pricing models. • EV charging pricing models. • Combined fuel and EV solutions. • Fixed-price versus pump/charger-linked pricing. • Discounts from pump prices. • EV charging discounts (£/kWh or percentage reductions). Account and Service Fees • Set-up fees. • Service fees (fixed or transaction based). • Supporting data/reporting fees. • Inactive card or dormant account charges. • Out-of-network usage charges. Additional Services • Parking pass costs (management fee or pass-through). • Vehicle-related non-fuel purchases (e.g., specialist automotive and similar merchants). • Any applicable administration or platform fees. Commercial Models • Annual lump-sum pricing. • Fully itemised fee structures. • Hybrid charging models. • Alternative commercial approaches. This notice is intended solely to facilitate market engagement and gather information from potential suppliers. It does not constitute a call for competition, invitation to tender, award commitment or guarantee that a procurement exercise will proceed. YW is seeking to understand market capability, availability, performance, and commercial models for low/zero-emission plant equipment to support its operational and sustainability objectives.
