Method Rationale:	Expressions of Interest were sought and Potential Providers were required to respond to a series of questions which are scored on a "Pass/Fail" basis. <br/>The scoring criteria for each question was stipulated within the question. <br/>Only providers who scored a "Pass" on all "Pass/Fail" questions were be deemed compliant and capable.<br/>Depending on the outcome of the expressions of interest, the Commissioner reserved the right to direct award to a Provider with no further competition <br/>Responses were evaluated using the process and criteria as detailed above and only one Provider met the Pass/Fail criteria and the Commissioner awarded to the only Capable Provider on that basis.
