Evaluation Approach All compliant tenders will be evaluated in two stages: Technical Evaluation (60%) Technical submissions will be assessed against predefined criteria, including: Methodology & Control Compliance & quality assurance Resources & References Risks & Contingencies Customer service Health & safety Each criterion will be scored on a scale of 0 to 4 (0 = non-compliant, 4 = excellent), and scores will be weighted according to their allocated percentage. A minimum technical pass mark must be achieved for the tender to proceed to full evaluation. Commercial Evaluation (40%) Commercial submissions will be assessed based on the total evaluated price, submitted in the prescribed format. The lowest priced compliant bid will receive the highest score, with other bids scored proportionally relative to the lowest price. Final Award Decision The final score will be calculated by combining the weighted technical score (60%) and the weighted commercial score (40%). The contract will be awarded to the highest overall scoring compliant bidder, subject to meeting all mandatory requirements and demonstrating sufficient financial and operational capability. |

The British High Commission (BHC) in Lusaka requires the provision of a comprehensive electrical maintenance service covering both its office premises and residential estate. The estate includes a three-storey office building and approximately 16 residential properties located across Lusaka. Scope of Services The Contractor shall provide a full range of electrical services, including Preventative Maintenance: Routine inspection, testing, and servicing of electrical systems, distribution boards, wiring, and equipment Identification and rectification of defects to ensure continued safe operation Scheduled maintenance activities in accordance with recognised standards Reactive Maintenance: Fault finding, diagnostics, and repair of electrical failures Replacement of faulty components such as wiring, switches, sockets, breakers, and lighting Restoration of electrical services within defined response times Emergency Services: Provision of a 24-hour on-call service Immediate response (within 2 hours) to critical faults such as power outages or safety risks Minor Works and Installations: Installation, upgrade, or modification of electrical systems and components Execution of minor improvement works as required Testing, Inspection, and Certification: Carrying out electrical testing using appropriate equipment Providing certification and reports for all completed works The workload will include a mix of: Planned preventative maintenance Reactive callouts and emergency interventions The exact volume of work cannot be predetermined and may vary; bidders must allow for intermittent and potentially fluctuating workloads. Service Delivery Requirements The Contractor shall: Provide all required labour, tools, equipment, and materials necessary to carry out the works Ensure services are delivered by qualified and competent personnel Work closely with the Technical Works Supervisor and Estates Team to plan and execute works Deliver services in occupied premises, ensuring minimal disruption to occupants Maintain high standards of workmanship, safety, and reliability Standards and Compliance All works must comply with: BS 7671 (18th Edition Wiring Regulations) Applicable British Standards and Codes of Practice Relevant Health & Safety legislation and local regulations Performance Requirements The Contractor must: Meet agreed callout response times (including urgent, routine, and planned works) Provide regular reporting and documentation, including certification for completed work Ensure proper site management, including protection of property, reinstatement, and clean-up after works Contract Duration The contract will be for an initial period of two (2) years, with the option to extend for an additional period of up to two years, subject to satisfactory performance of the Contractor.
