Ofcom has a requirement for a supplier with expertise in working with men and women’s organisations/ networks to develop and deliver a media literacy intervention around romance fraud. This supplier will also amplify existing resources around investment fraud by embedding them into existing provision for the same cohort. The service must deliver the following by September 2027: • Development of activities and resources for men and women under 45 to better protect them against and increase confidence around issues pertaining to romance and investment fraud. This may be training, workshops, webinars, interactive resources etc. - we expect any development of activities or resources to be co-produced with target participants. • Embedding of existing activities and resources into existing delivery of existing digital inclusion activities, for example, training, events or support, with men and women under 45. • Stakeholder engagement which must include: o Promoting media literacy activities to other relevant community organisations. o Supporting activities intended to inform policy development, which will be led by Ofcom e.g. a presentation to the Ofcom team. o Seeking input from expert steering group, convened by the tendering supplier. • The successful supplier will need to deliver an evaluation report demonstrating impact for participants against agreed key outcomes to be delivered a month before the end of the contract.
