e-ITT for the for the Establishment of a Multi-Contractor Framework Agreement (2026-30) for Minor Works related to Residential Housing for New Forest District Council (Housing Maintenance) Closing Date for Submission of Tenders 12.00 NOON, 20 JULY 2026 to be returned electronically via the Council's e-tendering solution "Pro-Contract" hosted on the South East Business Portal (SEBP) New Forest District Council (NFDC) are carrying out this procurement exercise to identify, select and appoint framework status to multiple contractors who satisfy our selection criteria having submitted a compliant bid under this tender exercise. The Authority will establish a multi-contractor Framework which is split into separate work categories or 'Lots'. Each Lot will have a maximum of three (3) contractors awarded. The majority of works awarded under the framework will be to support our Housing Maintenance Operations team in their function of providing reactive repairs to social housing dwellings and other Council buildings, but will also be available for ALL other Council service teams, including Coastal & Public Facilities, Housing Options and Estates & Valuation. The framework agreement will be awarded for an initial contract term of 2 years (1+1 extension) commencing 2026. Works awarded under the framework agreement will be strictly based upon the Authority's operational demand and available budget funds.There is no guarantee of business value awarded by the Authority to the preferred contractors. Scope Overview: The Lots will be as follows: Lot 1 - MULTI- TRADE WORK (Brickwork, Blockwork and Pointing Carpentry and Joinery, Plastering, Plumbing, Groundworks) Lot 2 - CLEANING (Regular Cleaning, Specialist Cleaning, Fire Cleans) Lot 3 - DRAINAGE AND WATER MAINS Lot 4 - ELECTRICAL Lot 5 - FENCING AND GATES Lot 6 - ALL TYPES OF FLOORING INCLUDING WETROOMS Lot 7 - GARAGE DOORS AND FRAMES Lot 8 - GLAZING Lot 9 - LOCKSMITH SERVICES INC. SUPPLY AND FIT Lot 10 - ROOFING REPAIRS INCLUDING EMERGENCY CALL OUTS Lot 11 - VOID/EMPTY HOME REFURBISHMENT The awarded framework contractors will be the preferred contractors for works?throughout the duration of the framework agreement. Work orders for each Lot will be allocated as described in the specification (Appendix B) and tendered rates (Appendix C3). The successful?contractors must be prepared to guarantee the service provision throughout the framework period. The form of contract will be the NFDC Framework Agreement shown in Appendix A providing the governance of the relationship between the Council and Framework Suppliers, with an underlying contract in the form of the JCT Minor Works Building Contract 2024 governing the works (Appendix A1). Contractors shall be deemed to have read and made themselves familiar with the provisions of these forms of contract. Supplier(s) are required to satisfy the Councils selection criteria (Best Price Quality Ratio) and submit compliant bids under this tender exercise in order to be considered for contract award.See Guide for Tenderers for further information relating to the evaluation process. Lot 1 covers the provision of a comprehensive multi-trade repairs and maintenance service, delivering a wide range of general building works. This Lot is intended to provide a flexible and responsive service, capable of addressing a variety of repair needs within a single visit where possible, reducing the need for multiple trades. The emphasis is on responsive, right first-time delivery, minimising disruption to tenants and resolving repairs efficiently. The Service Provider will be expected to deliver high levels of customer satisfaction through timely, high-quality and compliant works, reducing repeat visits and proactively identifying and reporting any additional defects or hazards. This Lot will primarily support responsive repairs in occupied homes, void reinstatement works, minor planned works requiring multiple trades, and ad hoc maintenance across other Council assets. A maximum of three Service Providers will be appointed to ensure capacity, resilience and effective performance management. Work will be allocated through the Framework's call-off procedures. The Multi-Trade Lot includes, but is not limited to, the following workstreams: Brickwork, Blockwork and Pointing Rebuilding and repair of damaged or collapsed walls, boundary walls, and structural brickwork Localised brickwork and blockwork repairs to properties, outbuildings, and communal areas Repointing of brick and block structures to maintain structural integrity and weatherproofing Rendering repairs and patch rendering to external facades Making good following structural or service-related works Carpentry and Joinery Adjustment, repair, and rehanging of internal and external doors Installation and repair of locks, latches, hinges, and associated ironmongery Replacement or repair of skirting boards, architraves, and timber fixtures Installation of spindle infills and balustrade repairs to ensure compliance and safety Lifting and reinstatement of floorboards to enable access to services Loft access works and installation of insulation where required Minor kitchen or internal joinery repairs Plastering Patch plaster repairs to walls and ceilings Skimming and reboarding of damaged surfaces Repair or replacement of ceilings affected by leaks, structural movement, or deterioration Making good following other repair works Addressing blown plaster and unstable finishes to ensure safe and durable surfaces Plumbing (General Domestic) Replacement of taps, sanitary fittings, and associated pipework Radiator replacement and minor heating system adjustments Bath and basin replacement, including associated plumbing connections General domestic plumbing repairs, including leaks, blockages, and component failures Minor pipework alterations and installations Note: This Lot excludes full gas servicing and specialist heating compliance works, which are covered under separate Lots. Groundworks and External Repairs Repair of sunken, uneven, or damaged pathways and access routes Replacement and reinstatement of loose or damaged paving slabs, steps, and stones Repair and resurfacing of tarmac paths and small-scale areas Treatment and repair of potholes within Council-managed areas Minor drainage works associated with external repairs Ensuring safe access to properties and communal areas Service Delivery Expectations Service Providers appointed to this Lot must: Deliver a multi-skilled, flexible service capable of completing a range of repairs in a single visit where practicable Prioritise right first-time completion to minimise repeat visits and improve tenant satisfaction Operate effectively within occupied properties, maintaining high standards of cleanliness, safety, and professionalism Ensure all operatives are appropriately trained and competent across relevant trades Coordinate works where multiple trade skills are required
Lot 2 consists of; Regular Cleaning: Communal Areas and Domestic Dwellings, Specialist Cleaning and Fire Cleaning. Regular Cleaning: Communal Areas and Domestic Dwellings The Service Provider shall provide routine and deep cleaning services in accordance with the requirements set out in Appendix C3 across communal blocks, domestic dwellings and external areas. The services to be delivered shall include, but not be limited to, vacuum cleaning, sweeping, carpet cleaning, mopping, cleaning and disinfection of surfaces, dusting, polishing, cleaning of skirting boards, windowpanes and frames, and cleaning of appliances. Specialist Cleaning Provision of specialist cleaning services as defined in Appendix C3 across communal blocks, domestic dwellings, loft spaces and external areas, including but not limited to graffiti removal, jet washing, mould remediation, biohazard and trauma cleaning, pre- and post-construction cleaning, moss removal, and the safe removal and disposal of contaminated waste. Fire Cleaning Provision of fire damage cleaning services in accordance with Appendix C3 across communal blocks, domestic dwellings, loft spaces and external areas, including associated fabric cleaning, restoration treatments and compliant removal of contaminated waste.
Drainage and water mains services to include, but not be limited to, CCTV surveys, emergency call-outs where required, unblocking of sinks, toilets and showers, drain jetting, soakaway construction and repairs, patch lining, capping off existing soil vent pipes and connecting new internal or external pipework, replacement of manhole covers, installation of ACO drains, channel drains and French drains, gully repairs and replacements, water main installations and connections including associated making good works, descaling of drainage pipework, waste pipe repairs and replacements, internal and external drainage repairs and replacements, and rodent prevention measures.
Electrical works including, but not limited to, EICRs, inspection and testing, empty home electrical works as per specification, remedial repairs, rewires, consumer unit upgrades, lighting, extractor fans, kitchen and bathroom upgrades, heating system wiring, air source heat pump wiring, fire alarm systems installation and servicing, TV aerial/satellite systems, communal installations. All certification, test results and associated documentation shall be provided in digital PDF format and submitted through the Council's contractor portal or assign encrypted email address or secure SharePoint site. Documentation must be suitable for upload to and validation through The Compliance Workbook (TCW).
To include repair and installation of side gates, single and double gates; repair and installation of fences with concrete or timber posts, arris rails and gravel boards, including panel, close board and picket fencing; repair and installation of chain-link fencing with concrete or timber posts and tightening; emergency temporary fence installations; cutting back foliage; fence and gate post replacement in timber and concrete; and timber and concrete gravel board repairs and replacement.
Covers the provision of comprehensive flooring services across a range of property types, from bedsits to four-bedroom houses. Works include adjustment, fitting, repair and replacement of flooring systems such as carpets, polyfloors and non-slip rubber matting, as well as specialist wet room, kitchen and bathroom flooring. The scope also includes stair nosing installation, staircase and communal area flooring, sub-floor repairs, and floor preparation works such as latexing and membrane installation. Contractors are responsible for associated enabling works, including removal and reinstatement of bathroom suites and kitchen appliances to facilitate flooring installation, as well as cap and cove repairs. All waste must be removed and disposed of in accordance with regulations.
The Service Provider shall provide a responsive service for garage door and frame works, including urgent call-outs within one to two working days to repair garage doors, springs, cables, locks and key systems, and to rebuild or realign frames where necessary. The service shall also include the supply and installation of replacement metal or timber garage doors and frames where repair is not viable, together with all associated removal and disposal. The Service Provider must also provide emergency access services and boarding-up or make-safe works to secure garages following damage, failure or forced entry.
This Lot covers the provision of glazing services and the overhaul, repair and replacement of windows and doors across domestic and communal areas. Works include replacement of toughened glass and blown double-glazed units, removal of temporary boarding, application of safety film, and replacement of broken double-glazed units. The scope also includes adjustment of patio and sliding doors; overhaul and replacement of window gaskets, rubber seals, hinges and trickle vents; repair or replacement of fanlight windows; front and rear door repairs including multi-point locking systems; Velux and skylight window repairs; installation of window restrictors; glass canopy repairs or replacements; and conservatory glazing and roof repairs. Additional services include full window installations with FENSA certification, Georgian wired glass replacement, single glazing repairs, sash window repairs, and repair and installation of telescopic winders.
Service Providers will be required to provide a comprehensive locksmith service, including 24/7 emergency call-outs, gaining entry, and repair or replacement of damaged locks to windows and doors. Services will also include supply and installation of locks for doors and post boxes, key cutting, key safe installations and garage door locks. Service Providers must be capable of overhauling door mechanisms, addressing issues with door closers, and installing or maintaining automated systems such as door entry systems. Additional requirements include installation of fireproof letterboxes and window restrictors, ensuring all work is carried out to a high standard and in compliance with relevant safety regulations.
This Lot covers same-day emergency call-out services to make roofs safe, along with all associated remedial works arising from emergency roof leaks. Works include repair or replacement of slipped or damaged slates and tiles, repairs to plastic downpipes, maintenance or replacement of fascia boards, soffits and cladding, undercloaking repairs and replacements, repair or renewal of flat felt roofs and decking, gutter cleaning, joint repairs and realignment, and installation of new gutters and downpipes. Services also include stripping, re-bedding and renewal of verges and ridges; removal and replacement of lead trays or lintels above windows; chimney stack repairs or removal with making good, including fitting chimney cowls; repair or replacement of flat porch canopies or structures; installation of new or replacement tile vents; Reinstatement of loft insulation following works; and all associated leadwork and flashings. Service Providers will also address parapet wall issues, removal or repositioning of TV aerials and satellite dishes, Velux window flashing works, dormer window repairs and investigative works as required. The Contractor shall be responsible for providing safe and suitable access to all roofing areas required to undertake the Works. The Council has a scaffolding framework in place unless permission is given the contractor should price on the basis that scaffolding provisions will be through this framework. In the limited cases where scaffolding is supplied under this framework the contractor shall include, where necessary, the provision, erection, alteration, inspection, maintenance, and removal of scaffolding, mobile access towers, edge protection, and any associated access equipment. The Contractor shall undertake suitable and sufficient risk assessments and method statements (RAMS) for all access arrangements, including assembly, use, alteration, and dismantling.
This lot covers all aspects of domestic dwelling refurbishment for void or empty properties, including (but not limited to) door hanging, internal and external decoration, plastering of walls and ceilings, kitchen and bathroom repairs or full replacements, all types of flooring works, comprehensive plumbing services, lock replacements, glazing, and window and door repairs. The scope also includes external works such as garden maintenance, hard and soft landscaping, concrete path repairs, removal of garden buildings with associated making good, and the clearance and disposal of all internal and external waste.
