CDS Co-operatives is a charitable community benefit society first established in 1975 to support the development of new housing co-ops. Our core purpose is to provide, support and promote co-op and community-led housing - so that more people can shape the things that matter to them - at home, in their neighbourhood or community. We truly value our cooperative roots, and we are committed to supporting cooperation as an effective business model and as a set of valuable skills. As part of our ongoing efforts to support the co-op and community-led housing sector, we have procured a managing agent for Frameworks designed to deliver flexible, technology-enabled repairs, maintenance, consultancy and major works services to us and other similar organisations. Our managing agent, Plentific, is a UK-based property technology company that will use its platform to manage this Framework, ensuring Contracting Authorities are able to access the services offered by Suppliers admitted to the Framework. Services delivered by this Framework will be to domestic and commercial properties. Domestic properties will typically consist of a mixture of domestic housing sites but not limited to bungalows, blocks of flats, and co-operative housing schemes and any other building owned and/or managed by our Framework contracting agent. Commercial properties will include but not be limited to business units, office buildings and community centres. The Framework will comprise four lots, with Contracting Authorities being able to source services from Suppliers by becoming users of the Plentific platform. Applications under this Tender Notice are being sought SOLELY FOR LOT 1. Information is also being provided for Lots 2, 3 and 4 and further Tender Notices for these lots are estimated to be published from December 2027. Suppliers will be able to apply for admission to the framework at regular intervals. Once the framework is operating, Contracting Authorities will be able to appoint Suppliers through direct award or mini-competition. No framework has been previously awarded under the Open Framework.
This lot is to provide repairs, maintenance and planned works including responsive repairs covering all trades, works in void properties, mechanical and electrical works including gas servicing, installation, maintenance and repair, electrical testing, servicing, installation and repair. It will also include lift testing, maintenance, servicing and repair, fire retardation works and other services required as a result of fire risk assessments. Planned works such as kitchen and bathroom replacement, external decoration and retrofit programmes will be provided from this lot. Compliance, drainage, and adaption works will also be required.
This lot will be for the provision of asset management consultancy services, including surveying, project management, design, health & safety, and other advisory services. Broader professional services such as architectural support, quantity surveying, project management, stock condition surveys, technical audits, asbestos/water-hygiene advice, feasibility studies, and decarbonisation advice will also be provided under this lot.
This lot will be for the provision of technology to support the management of assets. The installation of passive monitoring will provide early warnings of damp, mould, high or low energy use and other metrics that are essential to landlords. Solutions to be provided under this lot will include digital platforms, data analytics, Internet of Things (IoT) devices, smart building technologies, compliance monitoring tools, and other technology solutions that support asset management, building safety, decarbonisation, and tenant service delivery.
This lot is for the supply of goods, comprising construction materials, building products, fixtures, fittings, and related materials to support repairs, maintenance, planned works, and capital investment programmes. Materials required will include a full range of items including electrical, mechanical, gas, roofing, plumbing and general building material to support all trades. Fire retardation materials, lift and other mechanical parts and supplies, ironworks, and other bespoke items will be required. Tools, plant and items to support staff, such as PPE will also be required. In addition to supply, delivery to site and stores will be provided from this lot.
