Public Health Wales is required to maintain continuity of the existing serology service provision where equipment and infrastructure is in place. The current Serology Managed Service Contract is with Abbott Laboratories Ltd, which began 23rd November 2015. The MSC also incorporates third-party suppliers who provide and maintain key laboratory infrastructure and consumables. Their contributions are critical to delivering a seamless and comprehensive serology testing service across both operational sites. The contract was originally awarded following a competitive open tender process on a 7-year basis and was extended for three additional years in 2022, allowing for a new contract end date of 22nd November 2025. Due to significant risks to patient care, diagnostic turnaround times, and public health surveillance, any disruption to serology testing services would severely impact the ability detect and control infectious diseases such as measles, mumps, rubella, HIV, and hepatitis. Given the critical nature of these services, ensuring continuity through a reliable, compatible managed service arrangement is essential for safeguarding public health and maintaining service integrity. The proposed Direct Award is limited to the continuation of the existing provision to mitigate risk for a 9 months + 3 months period.
