Blackburn with Darwen Borough Council is looking to procure an All-Age Carers Service, as part of the Council's updated Staying Happy Healthy and Well (prevention) offer. The aim of the All Age Carers Service is to provide a comprehensive offer of support - including groups, activities, guidance and interventions - to those who have caring responsibilities for someone in Blackburn with Darwen. This will be available to carers of all ages, including young carers (5-15 years); young adult carer (16-18 years), and adult carers (18+ years). The Provider of this Service would be expected to deliver a service that: • Enables early identification of carers, including carers who may not recognise themselves as carers. • Provides clear Information, Advice and Guidance (IAG) through digital and non-digital routes, using accessible formats and appropriate translation support. • Delivers tailored preventative support that supports wellbeing, confidence, independence, and reduced isolation. • Strengthens partnership pathways across health, education, social care, and voluntary/community partners to improve joined-up support. • Supports financial wellbeing through benefits, maximisation and appropriate referral/signposting to specialist advice routes where required. • Uses co-production so the service is shaped by lived experience and improves continuously.
