Shropshire Council is seeking to commission a firm of suitably qualified and experienced chartered surveyors to produce a Viability Appraisal for Rowley’s House and Mansion, a Grade 2* building located in the centre of Shrewsbury which is in the ownership of the Council. The Viability Appraisal will form a key part of a bid to the National Lottery Heritage enterprise Fund. If this bid is successful, the selected firm will be retained to produce A Development Appraisal to support a subsequent bid for Delivery Funding. Consultants will be required to undertake all the necessary research and analysis and produce a report in the form of a Viability Appraisal. National Lottery guidance is contacted in Appendix 5 and can be summarised as follows: A viability appraisal is part of the application for the grant development phase of your project. It should: •Consider the various options for a sustainable end-use for your building or site •Provide an initial broad idea of the costs, values and likely size of the conservation deficit •Show that the development-phase application falls within the scope of the Heritage Enterprise programme, and the amount of grant applied for is appropriate You will need to provide an indication of the conservation deficit by submitting information from a viability appraisal in your development-phase (first-round) application. This is a demanding role for a senior professional with the experience and confidence to assess complex, high profile - and potentially risky - projects. Ideally, development appraisers should be Royal Institution of Chartered Surveyors (RICS) registered practitioners with experience of undertaking development appraisals on similar projects.
