| Method Rationale: | The Health Board required E-Job Planning Software Licences to support medical workforce planning, appraisal, and compliance in line with the NHS Wales digital transformation agenda. The solution is uniquely designed to integrate with the Health Board’s existing Allocate eRostering platform with no other suppliers available to offer equivalent interoperability. This direct award is made under the provisions of Section 41 and Schedule 5 of the Procurement Act 2023, specifically given the exclusive integration and the absence of reasonable alternatives that can deliver the same level of interoperability and functionality without disproportionate cost and risk. |
