The traffic models have delivered significant efficiency savings for National Highways by accelerating traffic modelling and economic appraisal across Project Control Framework (PCF) schemes and have been integral to the development of the RIS2 and RIS3 business cases. However, the current models are based on 2019 travel patterns and do not fully reflect post COVID travel behaviour. The Road Traffic Modelling 3 (RTM3) programme therefore seeks to update the models to a neutral 2025 post COVID baseline and produce refreshed forecasts, ensuring a robust and credible evidence base to support existing and emerging use cases. This project focuses on the procurement of expanded mobile phone network data to inform the development of prior matrices for RTM3, capturing detailed origin destination patterns across trip purposes, modes and user classes. The data is essential for model calibration, validation and forecasting, and consultants will be required to work proactively with those leading the Prior Matrix Technical Coordination Group to ensure consistency and coherence across the RTM3 programme.
