OVERVIEW: NHS Shared Business Services act in an Agency capacity for and on behalf of its customers (Approved Organisations) - existing and new. These comprise of NHS and Social Care organisations (whether acting individually, or on behalf of, or together as members of any consortia) along with any other public or private sector bodies which NHS SBS authorises to use the resulting Framework. Our Approved Organisation list can be found on: https://www.sbs.nhs.uk/services/framework-agreements-categories/ NHS SBS intends to put in place a Framework for Public Sector Construction Works 2. This includes the following Lots: • Lot 1 - Minor Works (£0m to £5m) - Regional • Lot 2 - Intermediate Works (£5m to £15m) - Regional • Lot 3 - Major Works (£15m+) - National CALL FOR ACTION: Organisations that are interested in bidding for this future opportunity (i.e. Potential Bidders) are invited to attend a Pre-Procurement Bidder Webinar, which will provide the following benefits: - Potential Bidders will gain a clear understanding of the requirements of the procurement, and can determine in advance whether they wish to bid for the future opportunity. - Potential Bidders will gain an understanding of the evaluation process and timescales for procurement documentation publication, clarification question submission, and bid responses. The Bidder Webinar will take place at 10am on Wednesday 17th June 2026. POINTS TO NOTE: We are committed to working with Suppliers who are dedicated to Sustainability and Social Value and there will be a significant weighting on these elements within the Invitation to Tender. When responding to the Tender Notice that will be published after this Planned Procurement Notice: - Please click the 'Respond to Posting' button on the Discovery Posting to access all information in relation to the tender opportunity. Potential Bidders will then be asked to either login or register for an Ariba Network account. Once registration has been completed, potential bidders will be directed to the Event Page where they are given the option to read and accept the bidder's agreement. Upon accepting this agreement, Potential Bidders are given access to the opportunity and can begin the bidding process and raise clarification questions. - Potential Bidders must register on the Central Digital Platform (www.gov.uk/find-tender) and ensure that Core Supplier Information is up to date, downloaded and is submitted as part of their Bid submission (in downloaded file format) in order to be assessed against the Conditions of Participation. THIS PROCUREMENT IS SUBJECT TO CABINET OFFICE CONTROLS AND THEREFORE ANY ELEMENTS OF THE PROPOSED PROCUREMENT STRATEGY MAY CHANGE FOLLOWING CABINET OFFICE CONTROLS ASSURANCE.
This Lot is for minor works, including but not limited to construction, refurbishment, and demolition projects across the entire public sector. Each individual Call-Off Contract shall have a maximum value of £5 million. Suppliers within this Lot are organised into twelve geographical areas. Projects procured through this Lot typically have the following characteristics: • Simple construction projects. • Extensions, refurbishments, or maintenance tasks. • Often utilise simplified model form contracts such as JCT or NEC4 model forms.
This Lot is for intermediate works, including but not limited to construction, refurbishment, and demolition projects across the entire public sector. Each individual Call-Off Contract shall have a value ranging from £5 million to £15 million. Suppliers within this Lot are organised into twelve geographical areas. Projects procured through this Lot typically have the following characteristics: • Moderate level of complexity. • Necessitates comprehensive provisions. • Does not involve highly complex building services or specialised work. • Contracts are more detailed than a minor works contract, though less comprehensive than a standard building contract.
This Lot is for major works, including but not limited to construction, refurbishment, and civil engineering projects across the entire public sector. Each individual Call-Off Contract shall have a minimum value of £15 million with no maximum value specified. Suppliers within this Lot operate on a national basis across the whole UK. Projects procured through this Lot typically have the following characteristics: • Large-scale and complex endeavours. • Necessitates extensive planning, substantial investment, and comprehensive management. • Significant monetary value and organisational complexity. • Numerous stakeholders and advanced technological or innovative requirements. • Dedicated project teams. • Potential to influence departmental budgets and establish costly precedents.
