The Compliance Monitoring Tool (CMT), has been redeveloped to enable National Highways to monitor and evaluate driver compliance with speed limits and lane closures across all smart motorway environments, including All Lanes Running, Dynamic Hard Shoulder, and Controlled Motorways. It provides analysis from individual sites through to national-level reporting and supports the production of compliance insights for internal audiences as well as key external stakeholders such as Transport Select Committee (TSC), the Department for Transport (DfT), the Office for Rail and Road (ORR), and Transport Focus. The CMT allows National Highways to understand wider road user compliance issues and to target investment to projects and partnerships looking to both educate and enforce against transgressors, ultimately leading to a safer network for all. This is expected to lead to an impact in KSI savings, improving journey time reliability etc. as well as related measures realised through addressing the issue tailgating behaviour and improving road safety realises a positive return on investment and delivers wider economic benefit than KSI reduction alone.
