Rossendale Borough Council procured a suitably qualified contractor to deliver a comprehensive package of heat‑decarbonisation and energy‑efficiency works at Marl Pits Leisure Centre, Rawtenstall. The works are funded in part through the Public Sector Decarbonisation Scheme (PSDS Phase 4) and are based on a completed RIBA Stage 4 design, with no design development included in this procurement.
