The contract value of £257,444 (excluding VAT) falls within the parameters of the framework and the scope of services required — namely professional consultancy services including project governance, cost management, procurement strategy, contract administration and Employer's Agent duties — aligns directly with the services covered under the framework lot under which Place Capital Group Ltd is an appointed provider. Furthermore, the urgency of the contract necessitated prompt appointment of a Development Manager and Employer's Agent to ensure the timely progression of the full planning application and subsequent delivery of 34 affordable dwellings at Beckfield Rise. Any delay in appointment risked jeopardising the programme, funding requirements and planning obligations associated with the development. The use of the ESPO framework provided the most expedient compliant route to market to meet these urgent operational requirements. As the framework itself was established following a fully compliant above-threshold OJEU procurement process, the direct call-off award is lawful and consistent with the applicable procurement legislation. South Yorkshire Housing Association is satisfied that the award represents value for money and that the use of the ESPO framework provides a compliant and transparent route to market for these services. |
