The contract is to provide care and support services to adult prisoners at HMP Wakefield and HMP New Hall, who have been assessed to meet the Council's eligibility criteria and referred to the Provider by the Council. The need for care and support services is determined in accordance with the Care and Support (Eligibility Criteria) Regulations 2015. This threshold is based on identifying how an individual's needs affect their ability to achieve relevant outcomes, and how these impact on their wellbeing. The Council's duties under the Care Act 2014 ("Care Act") include a responsibility to provide advice and information and, where the prisoner is eligible, services to prevent, reduce and delay the escalation of care and support needs whilst in prison.
