Newlon Housing Trust has completed the procurement of its Repairs and Empty Homes Contract, covering 9,464 units across Camden, Enfield, Hackney, Haringey, Havering, Islington, Newham, Redbridge, Tower Hamlets and Waltham Forest. The procurement was conducted through a three-stage Competitive Dialogue process in accordance with the Public Contracts Regulations 2015. The contract is let using the JCT Measured Term Contract 2016 (MTC 2016), for an initial period of five years with the option to extend for a further five years. The contract scope comprises the delivery of responsive repairs (including a 24/7 service) and works to empty homes to bring them to a lettable standard, with the option to include planned works and component replacements at a later stage. The procurement initially reserved the right to award either to a single provider covering the whole stock or to two providers each covering approximately half. Following evaluation, the contract was awarded as two separate lots: Lot 1 (4,543 properties) - awarded to Gilmartins Lot 2 (4,921 properties) - awarded to MNM Property Services Limited This outcome reflects the agreed approach that one provider may only be awarded a single lot, ensuring that both Gilmartins and MNM were appointed as Newlon's partners for the delivery of these services.
