| Buyer: | Development Bank of Wales |
| Main Category: | Services |
| Procurement Method: | Direct award |
| Method Rationale: | The Development Bank of Wales is awarding this contract via Direct Award under the Procurement Act 2023 provisions. The required AI adoption and Generative AI consultancy services constitute a niche and highly specialist market with no suitable framework available. GenAi possesses unique capabilities already demonstrated in prior engagement with SMT, enabling continuity and expertise critical to delivering DBW’s AI-readiness roadmap within required timescales. Given the strategic importance of the programme, the need for rapid mobilisation (<12 weeks), and the approval from CMO and Procurement, a competitive process would cause significant delay and risk to organisational objectives. This Direct Award route therefore ensures best value, compliance, and timely delivery. |
