Operation Beaconport was announced in response to Baroness Casey's Audit report in June 2025. Policing and the National Crime Agency (NCA) formally launched Op Beaconport in November 2025. The operation is being overseen by the NCA, supported by the NPCC Child Protection and Abuse Investigations portfolio, and key policing partners including the Child Sexual Exploitation (CSE) Taskforce, the Tackling Organised Exploitation (TOEX) Programme, and the National Centre for Violence Against Women & Girls and Public Protection (NCVPP). West Yorkshire Combined Authority (WYCA) as the contracting authority for West Yorkshire Police (WYP) have engaged a Supplier to provide 1 x FTE Lead Consultant (Manager) and 10 x FTE Investigative Consultants to support a focused, time-bound intervention aimed at reviewing CSEA crimes and inputting details into a TOEX portal. The Supplier is required to: Review Niche crime investigations. Review related documentation within NICHE. Assess whether the crime appears to be group-based offending and complies with the Operation Beaconport submission criteria. Input data onto the Operation Beaconport spreadsheet. Input data into the TOEX portal. Where necessary, collate documentation for review by Operation Beaconport. The procurement process was conducted via a Direct Award from the CCS Management Consultancy Framework Four (MCF4) Ref: RM6309 Lot 1 Business Consultancy. The Contract is to commence 2nd March 2026 to 31st March 2026. There is provision to extend for a further period, or successive periods, up to 31st May 2026 (if required), at the sole discretion of the Contracting Authority.
