| Method Rationale: | The Authority conducted an open procedure (Contract Award Notice Notice identifier: 2025/S 000-045780). The purpose of this VEAT notice is to inform the market of the Authority’s intention to make the following modifications to the existing contract: Lot 1: No changes. Lots 2, 3 & 4: IZ Energy Services Ltd withdrew their awarded position from the framework on 09/09/2025. The Authority wishes to confirm their withdrawal from the framework and associated Lots. Lots 4 & 5: Centrica Business Solutions UK Ltd withdrew their awarded position from the framework on 27/10/2025. The Authority wishes to confirm their withdrawal from the framework and associated Lots. Lot 5: Calisen Group were removed from the framework since award, due to not being able to meet the requirements of the Lot. Lot 5: Aegletes III Holdco Limited was not included in the original award. However, following a subsequent clarification for Lot 5, they were awarded. This is to confirm their award position. Lot 4: The contract value was stated as £20,000,000. The Authority wishes to increase the value to £30,000,000 (50% increase). Lot 5: The contract notice stated no value due to a clerical error. The award notice stated a value of £20,000,000. The Authority wishes to confirm the value as £20,000,000. Total Contract Value: The total contract value stated in the original contract notice was £60,000,000. The above mentioned modifications will increase the total contract value to £89,000,000 (48% increase). A formal contract modification notice will be published following completion of the VEAT standstill period. |

The purpose of this Lot is to provide full, specialist end to end delivery, including specification, health and safety provision and management, supply and installation. This may include systems such as Solar Car Port, Solar Canopy systems, Solar Thermal or ground-mounted solar, EV Charge Points, battery systems and smart grids.
This lot is specifically intended to provide a straightforward procurement route to enable innovative 3rd party funding options to be provided, in order to overcome the capital funding challenge. The Lot invites bidders with capability to provide both funding and supply/installation capability such that a turnkey installation can be provided under a funded arrangement. Bids are encouraged from installers and funding providers who partner to make a consortium bid as well as organisations who are able to offer funding and installation completely in-house.
