Scope of the Contract : The College of Policing Ltd wants a supplier to carry out the horizon scanning exercise which must adopt a PESTELEO framework (Political, Economic, Social, Technological, Ethical, Legal, Environmental, Organisational) to ensure a balanced and comprehensive assessment. In addition to the existing areas, the analysis should include: • Government policy, strategy, and legislative agendas. • Parliamentary activity (select committees, APPGs, inquiries). • Media focus and orientation. • Significant campaigns or lobbying activity from the third sector, commissioners, and others. • Police system changes e.g. Police Reform Programme • Technological developments which could both improve our ability to respond to the threat or present new opportunities for offending. • Potential impact of economic changes and economic instability. • Social inequality and deprivation. • Emerging societal norms, practices, and pressures influencing behaviour (online and offline). • Changes or developments in education and learning. • Influence of social media and the evolving trust landscape. • Possible organisational developments within policing and the wider criminal justice system. • Assessment of prospective impact on policing and NCVPP's future business planning and deliverables. This is not an exhaustive list as the focus of the scan will develop as the work progresses.
