Procurement Description – Market Engagement Notice: Sidmouth and East Beach Coastal Defence Scheme East Devon District Council (EDDC) is preparing to commence an open tender procurement exercise using the New Engineering Contract NEC4 Engineering and Construction Contract (ECC), Option C (Target Cost), incorporating Secondary Option X22 – Early Contractor Involvement (ECI). The purpose of the proposed procurement is to appoint a suitably qualified and experienced supplier to deliver Lead Designer and Delivery Partner services for the Sidmouth and East Beach Coastal Defence Scheme. Nature of the Services: The scheme comprises specialist coastal and marine engineering works within a complex and environmentally sensitive shoreline setting, incorporating existing heritage coastal defence structures. As such, prospective suppliers will be required to demonstrate: Extensive experience of working within marine and coastal environments. Proven capability in the design and delivery of coastal flood and erosion risk management schemes. Experience working with historic and heritage assets. A strong track record of undertaking works subject to ecological, planning, and regulatory constraints. The appointed supplier will be required to develop the scheme from an already appraised and approved outline option (referred to as Option 6). The scope includes, but is not limited to, the following activities: Undertaking detailed technical and numerical modelling Developing detailed design solutions Liaising with statutory consultees, regulators, and stakeholders Managing the planning, pre‑construction, and construction phases of the works Delivering a range of professional services necessary to support successful scheme delivery. Early Contractual Involvement throughout the Design Stage Indicative Scope of Works – Option 6: Building upon the approved outline design, the scheme is anticipated to include a combination of the following interventions. The final configuration will be subject to detailed design development, environmental assessment, stakeholder engagement, and regulatory approvals. 1. Beach Renourishment Provision of beach renourishment measures to support coastal defence objectives and maintain beach levels, in accordance with the outline design parameters. 2. Rock Structures and Offshore Defences Installation of coastal rock structures, which may include: A terminal rock groyne One or more offshore rock breakwaters or alternative submerged features These features will be designed to dissipate wave energy, mitigate ongoing erosion, manage littoral drift, and improve overall beach stability at the eastern extent of the frontage. 3. Terrestrial Defence Enhancements Enhancements to existing shoreline defences and infrastructure, which may include: Replacing, or future‑proofing the existing splash wall Upgrading flood gates Improving access infrastructure Modifying and integrating existing river training wall elements 4. River Sid Interface Improvements Localised improvements to the River Sid flood wall and associated structures to ensure continuity with the coastal defence scheme and to enhance flood resilience at the fluvial–coastal interface.
