City of Wolverhampton Council are seeking to procure a community organisation, SME or other, that can facilitate community engagement activities as part of the councils Net Zero Neighbourhood project in Graiseley. The supplier will be commissioned to coordinate the co-planning, co-design, and co-delivery of the community engagement activities on behalf of and in direct partnership with the Council and the community steering group. The provider will lead on engagement activities to raise awareness of the project and different aspects of net zero to secure resident and stakeholder buy-in for the data collection element of the scheme. Including capturing resident aspirations through the co-creation of a neighbourhood vision and identifying a list of community led initiatives the community can deliver as legacy arrangements for the project. Working within the framework of 3Ci's (Cities Commission for Climate Investment's) community engagement guide - The Path to Net Zero: Three Steps for Effective Community Engagement, the supplier is required to: 1. Ensure accessibility and community ownership 2. Build on existing work undertaken by the council and the steering group to build local leadership and capacity 3. Work with local businesses to support engagement activities to ensure reinvestment of funds into local community (Wolverhampton £) 4. Build and share positive case studies of how community ownership has influenced decision making 5. Work with the council and stakeholders to explore ways of enhancing community engagement and participation 6. Explore ways of engaging local creatives and experts on the project See detailed specification for more information. The supplier will be responsible planning, organising and delivering community engagement sessions that may require additional provision such as refreshments, or the procurement of ancillary services to aid in service delivery. These ancillary costs will be procured separately, subject to agreement with the contract manager and alignment with procurement rules and procedures. The cost for these additional services will be reserved in a supplementary budget within the project and so should not be costed for within the proposal.
