Southend-on-Sea City Council (the 'Council') intends to award a multi-lot framework to provide Care at Home of which is described in the Tender Specification (Section B). Southend City Council defines "Care at Home" as comprising three essential services: 1. Homecare: Personalised assistance provided to individuals in their own homes, including help with daily tasks, personal hygiene, and medication management. 2. Reablement Service: A short-term intervention aimed at helping people regain independence after illness, injury, or hospitalisation. Page 2 to 13 3. Southend Enhanced Discharge: A seamless transition from hospital to home, ensuring continuity of care and support. Estimated contract value of £21,000,000 per annum for a period of 3 years with the option to extend for a further two years. Estimated total contract value : £110,000,000 Southend City Council (SCC) are looking to establish a Care at Home Framework in which any statutory funded organisation can utilise. Lot Information: The framework comprises a total of 7 lots. As per the A1 ITT Document, Framework Award, the maximum number of suppliers to be awarded onto each lot of the framework is as follows: Lot 1: Lead Provider West (1) Lot 2: Lead Provider West Central (1) Lot 3: Lead Provider East Central (1) Lot 4: Locality Providers West (4) Lot 5: Locality Providers West Central (3) Lot 6 Locality Providers East Central (3) Lot 7: Locality Provider East (4) Provisional Award Information: Lead Lots: Lots 1-3 are Lead Provider Lots. As per the ITT 'A single provider cannot be awarded more than 2 lead provider areas (lots)'. Whilst Ashley Community Care Services Limited ranked the highest for all three Lead Provider lots, as per the ITT, 'if a single supplier is successful in all 3 lead provider lots, the successful supplier will be allocated a maximum of 2 neighbouring lead provider lots at the council's discretion in consideration of business demand & need. The 3rd Lead Provider Lot will be allocated to the next supplier with the Most Advantageous Tender'. Ashley Community Care Services Limited has therefore provisionally awarded lead provider Lots 2 (West Central) & 3 (East Central), based on business demand & need, and the next Most Advantageous Tenderer Nema Home Care Limited has been provisionally awarded lead provider Lot 1 (West). Please note as per the ITT, successful Lead Providers will be locality providers for the areas in which they are not a lead provider. Locality Lots: Lots 4-7 are locality lots. A single provider could be awarded a maximum of 1 locality provider lot. 15 providers successfully passed the PSQ & technical stage for all locality lots, however only 14 places were available across the 4 lots. A single provider can only be awarded a maximum of 1 locality lot. The Most Advantageous Tenderer (highest ranked technical bidder) was therefore allocated their preferred lot first. This was followed by the 2nd Most Advantageous Tenderer and so on until all locality provider places were populated. Whilst the Council endeavoured to allocate bidders to their preferred lot this was not guaranteed. The successful providers are outlined within this notice. Please note the award of contract with the preferred bidders will be subject to the following: • Satisfactory conclusion of the voluntary Standstill Period. • Successful completion of the awarded bidders' compliance and certification checks at the PSQ Stage and following the provisional award of contracts to the successful bidders. • Successful completion of Southend-on-Sea City Council's governance to award process
