We are seeking suitably qualified providers to deliver a comprehensive suite of Out of Court Resolution (OOCR) pathways across Wiltshire and Swindon. This commissioning includes a bespoke womens pathway designed to address the complexity of womens needs through a flexible hybrid model combining in-person and digital provision when required. The suite will also include domestic abuse behaviour change interventions offered both face-to-face and online for DA perpetrators eligible for an OOCR. In addition, we invite proposals for an online interventions package covering a range of offence types to strengthen accessibility, consistency, and responsiveness of support. To ensure that pathways are effective and contribute meaningfully to reducing reoffending, it is essential that individuals are able to access more than one intervention pathway, especially for the online provision. Offenders often present with multiple, overlapping needs, and limiting access to a single intervention significantly reduces the likelihood of sustainable behaviour change. A flexible, multi pathway model is therefore required to address criminogenic needs holistically and support long-term desistance. We require access to a comprehensive suite of interventions, including, but not limited to, the following areas: • Thinking Skills • Consequential Thinking • Female-Specific Interventions • Youth-Specific Programmes (including child-on-parent violence, anti-social behaviour) • Healthy Relationships • Shoplifting • Substance Use Interventions (Cannabis, Cocaine/Class A, and other substances) • Alcohol Misuse • Anger Management • Wellbeing and Emotional Regulation • Impact of Crime • Victim Awareness • Anti-Social Behaviour (ASB) • Domestic Abuse Perpetrator Interventions • Hate Crime • Assault on Emergency Workers • Fraud Estimated annual referral/caseload volumes: • Online interventions: approximately 2,500 referrals per 12 month period. • Womens intervention and support: approximately 200 referrals per 12 month period. • Domestic abuse perpetrator referrals: approximately 150 referrals per 12 month period. Collaborative bids are strongly encouraged to ensure a holistic, integrated offer across pathways. We particularly welcome innovative approaches, including new engagement models, digital solutions, evidence-informed practice, interventions tailored for neurodivergence, gender, disability, and vulnerabilities. We encourage creative partnership working that enhances criminal justice outcomes, extends reach, improves participant experience and considers the rurality of the county and its communities. The anticipated funding envelope for the overall suite of Out-of-Court Resolution (OOCR) interventions is £115,000 per annum for a 5 year contract period (3+2). Participation in this Market Engagement exercise is voluntary, and non-participation will not preclude any party or organisation from taking part. The proposed structure of this Market Engagement exercise will be as follows: - Initial engagement via Market Engagement Notice (19th January 2026) - MS Teams Invite (2nd February 2026) - Market Engagement Sessions (4th February 2026) These individual sessions will take place online via Microsoft Teams, please register your interest in attending and the Teams request will be sent no later than two days prior to the day. The agenda for the sessions will be a presentation provided by stakeholders from OPCC/ Force, followed by an open Q&A session. This notice does not formally signify the beginning of any procurement exercise by the Commissioner, nor does it constitute a commitment by the Commissioner to undertake a procurement.
