Invitation for Expressions of Interest People's Dispensary for Sick Animals (PDSA) intends to procure a new contractual arrangement for the supply of veterinary pharmaceuticals, consumables, and associated products to its network of Pet Hospitals and operational sites across the United Kingdom. PDSA is the UK's leading veterinary charity, delivering millions of treatments each year to pets whose owners are in need. Ensuring the continuity, quality, regulatory compliance, and value for money of its supply chain is critical to the effective delivery of these charitable services. To support a competitive, resilient, and operationally robust outcome, PDSA is considering a flexible contracting approach. Subject to evaluation, the charity may award: A single integrated contract covering all product categories; or separate contracts, structured as: Lot 1 - Pharmaceutical Wholesaler Services Lot 2 - Consumables Wholesaler Services Suppliers may register their interest in respect of one Lot, both Lots, or an integrated supply solution giving clear reasoning for this approach. PDSA will evaluate all options and reserve the right to award contracts in the configuration that best meets its operational, clinical, regulatory, and financial requirements. This EOI is intended only for organisations with demonstrable capability and experience in supplying veterinary pharmaceuticals and/or consumables within regulated UK supply environments. PDSA is seeking interest from suppliers who can evidence: Holding the appropriate regulatory authorisations for the activities they propose to undertake, including (where applicable) a valid Veterinary Medicines Directorate (VMD) Wholesale Dealer Authorisation (WDA) covering the relevant scope of activity; Experience of operating within regulated and audited supply chains, with established governance, quality assurance, and compliance arrangements; The operational capacity to support reliable, time-critical delivery to a national, multi-site estate, including locations with more complex logistical requirements; Transparent and sustainable commercial models, appropriate to a national charity operating under public and ethical scrutiny; A demonstrable commitment to ethical, responsible, and compliant trading practices, aligned with PDSA's values and statutory obligations. This EOI is not intended for organisations without relevant regulatory standing, sector experience, or operational scale to deliver the services described. A full Invitation to Tender (ITT), including detailed requirements, evaluation criteria, and procurement timescales, will be issued in due course to organisations that register their interest and are considered capable of meeting PDSA's requirements. Registration of interest does not constitute a commitment by PDSA to invite any organisation to tender, nor does it form part of any pre-qualification or guarantee progression to the ITT stage.
